ATTACHMENT 12 28 <br />Work First and Orange County Employment Information <br />1. Background <br />At present Work First clients apply for openings in permanent County positions through the <br />standard application process. This involves the completion of the Orange County <br />Application for Employment, and referral for interviews and selection decisions based upon <br />each applicant's job related education and/or work experience. <br />As a category under the Orange County Personnel Ordinance, Work First participants are <br />treated the same as other applicants for employment and do not receive any special <br />designation or differing consideration in the .selection process. There is open competition <br />for each opening. <br />As temporary openings become available and Personnel is recruiting for these, Personnel <br />also contacts the Work First representative to identify any potential candidate. <br />Currently, there is one permanent full-time County employee hired through the Work First <br />program who is working in the Public Works department. There have been Work First <br />program participants who have been hired in temporary positions of varying duration. <br />Z. Area Employer Initiatives <br />Personnel surveyed a sample of area employers to identify strategies that have been <br />implemented for Work First program participants and found the following. <br />Alamance County - Alamance County has no specific policy regarding the recruitment, <br />screening or placement of Work First program participants within the County work force. <br />Alamance County requires Work First applicants to meet minimum education and <br />experience requirements in order to be referred to hiring departments. There is open <br />competition for all vacancies. <br />Durham County -Durham County has no specific policy regarding the recruitment, <br />screening or placement of Work First program participants within the County work force. <br />Durham County requires Work First program participants to meet minimum education and <br />experience requirements in order to be referred to hiring departments. There is open <br />competition for all vacancies. <br />Guilford County - Guilford County has no specific policy regarding the recruitment, <br />screening or placement of Work First program participants within its work force. The <br />Personnel Department and the Department of Social Services currently are involved in the <br />development of a system to identify and track applications of Work First program <br />participants. Guilford County sets aside no positions for Work First participants. Personnel <br />screens all applications prior to referral to hiring departments. Guilford County requires <br />Work First applicants to meet minimum education/experience requirements in order to be <br />referred and there is open competition for all vacancies <br />OWASA - OWASA has no specific written policy regarding the placement of Work First <br />program participants.
