ATTACHMENT 11 <br />Public Works -Proposed New Custodian for Skills Development Center <br />Use of Retirees, Work First or Alternative Schedules <br />Public Works traditionally has recruited retirees and Work First clients to meet work <br />needs. Public Works currently has two retirees and one Work First client (a Custodian) <br />on staff. The Department will continue to recruit retirees and Work First clients and has <br />experienced a good working relationship with both. <br />The Public Works supervisory staff has used creative means in meeting workload <br />demands including multiple work schedules, work teams, part time and temporary <br />staffing. This however does not address the permanent need for a full time staff <br />equivalent for providing custodial services for the Skills Development Center. <br />Possibility of Durham Technical Community College Funding for Custodian <br />Position <br />In follow up to the Board's request, the County explored again with Durham Technical <br />Community College whether it could contribute funds for custodial services in the Skills <br />Development Center. In response, Durham Tech has advised that they cannot contribute <br />funds for custodial services at the Skills Development Center. Annually Durham Tech <br />receives funding from two sources: the State and Durham County. State funds are <br />expended for educational support and Durham County provides funding for facility <br />support. Durham Tech advises State regulation does not permit it to expend education <br />support funds for facility support. <br />In fiscal year 1998-99 Durham Tech contributed $10,000 toward the Administrative <br />Assistant II position at the Skills Development Center. In the upcoming fiscal yeaz <br />Durham Tech has committed the same funding level for that position. Under State <br />regulations funding for this position is considered educational support rather than facility <br />support.
