ATTACHMENT 9 21 <br />Human Rights And Relations -Proposed New Civil Rights Specialist <br />Job Function Description <br />Provided below is a brief description of the functions of each position in the Human <br />Rights and Relations Department and how the proposed new Civil rights Specialist will <br />affect those functions. Note: Italics functions presently are performed but at low levels <br />and underlined functions are not presently being performed. <br />1. Human Rights and Relations Director (Existing Permanent Full Time) <br />^ Plans, organizes and directs human rights and relations programs; <br />^ Coordinates activities and staff executive committees of the Orange County <br />Commission for Woman and the Human Relations Commission <br />^ Maintains worksharing agreements with Equal Employment Opportunity <br />Commission and Housing and Urban Development <br />^ Reviews and approves final investigative reports of each discrimination complaint <br />and any settlement agreement; <br />^ Trains staff on HUD and EEOC guidelines and procedures, investigative methods <br />and trends in civil rights laws; <br />^ Develops and conducts community presentations, education materials and <br />workshops; <br />^ Promotes good working relationships with community groups, business <br />community and public and non-profit groups; <br />^ Staff ad hoc committees to the Human Relations Commission. <br />2. Civil Rights Specialist (Existing Permanent Full Time) <br />^ Conducts investigations and resolves charges of discrimination; <br />^ Initiates and conducts conciliation negotiations; <br />^ Monitors compliance with settlement/conciliation agreements; <br />^ Assists in preparation for hearings or trials and provides testimony as needed; <br />^ Serves as resource person in community education presentations, workshops and <br />conferences about the civil rights ordinances; <br />^ Provides technical assistance to individuals and businesses related to fair <br />employment housing and public accommodation practices• <br />^ Prepares comprehensive statistical reports and correspondence related to <br />complaints: <br />^ Develops educational /informational materials to increase understanding of the <br />Civil Rights Ordinance and compliance. <br />^ Staff to Ordinance Committee on Human Relations Commission <br />3. Civil Rights Specialist (Existing Permanent Full Time Time Limited) <br />^ Conducts investigations and resolves charges of discrimination; <br />^ Initiates and conducts conciliation negotiations; <br />
