5 <br />Planning Board Review <br />The Planning Board reviewed this application on April 7, 1999, and voted <br />unanimously to deny the application based on the amount of land already <br />zoned LC-1 and NC-2 within the node (5 acres within each zoning district) <br />and, finding that further study is needed to determine any justification for <br />increasing the amount of land zoned for Local Commercial and <br />Neighborhood Commercial uses in the White Cross Rural Community <br />Node, the Board recommend that the White Cross community be <br />reevaluated through completing the White Cross Small Area Plan. <br />RECOMMENDATION: Administration recommends: <br />• Denial of the request to rezone 4.0 acres from R-1 to NC-2; <br />• Denial of the request to rezone 4.0 acres from R-1 to LC-1. <br />The Board should vote on each proposed amendment to the Zoning Atlas. <br />(The application is for two separate amendments to the Orange County <br />Zoning Atlas.) <br />The Planning Board recommendation included the denial of the rezoning <br />and consideration of an update to the small area plan for the White Cross <br />community. <br />The Board of County Commissioners 1999 -2000 goal setting sessions <br />note that there is no need at this time to review the White Cross Small Area <br />Plan until regulations and comprehensive planning are updated. <br />
