Gattia,.Aating Clerk <br />MINUTES OP THE ORANGE COUNTY <br />BOARD OF COMMISSIDNERS <br />June 11, 1974 <br />The Hoard of Commiaaionere of Orange County met on Tuesday, June 11, 1974., <br />at 8 P. M. in the Commisaionera Room at the Courthouse in Hillsborough, North <br />Carolina. <br />Members Present: Chairman Norman Walker, and Commissioners Henry S. Walker, <br />Flocs, Garrett and Richard Whitted. <br />Members Absent: DOmmiasiOneF Melvin Whitfield. <br />S. M. Gattie, County Administrator, and Betty June Hayes, Clerk to the Board, <br />were also present. <br />The purpose of this meeting was to hear the 1974-1975 Budget request from the <br />County School Board, the District Health Department, sad the Orange»Persoa Health <br />Center. <br />Chairman Walker recognized George Williams, Superintendent of the School Unit, <br />and Roland Scott, Chairman of the School Board. ~mna Sue Loftin, H. 4. Coleman, Jr., <br />Richard Simpson, and Oscar Compton, members of the School Bawd were present as xae <br />A. C. Crowder, Assistant Superintendent of Schools. <br />A copy oP the school unit~a budget reoueat was presented to the Board. The <br />reoueat amounted to $1.7 million for the oounty aohool system. The total capital -- <br />outlay amounted to $$20,000. This money will be used for the oonatrnation oP a <br />new elementary school and an addition to Central Aindergartea, $5,000 of the money <br />will be applied toxarda the plans Por a new band building at the Orange High School. <br />The current expense provides for five new teachers and three new high school <br />teaahera, a 7.5 per cent increase in teachersT salaries and a new Administrative <br />Assistant position. <br />Chairman Walker recognized Dr. 0. David Garvin. Dr. Garvin stated that a two <br />Dent inaresae per mile in travel e~xpensea and the 7.s per sent salary raise had caused <br />the budget of the Health Department to be greatley increased. He proceeded to site <br />the problems that were being encoantered in the administering of his budget due to <br />the fact that his department was a Distriot department. He stated that the salary <br />innresaea and the travel allocation for each county in the district must be the <br />same and 'that none of the employees under his furisdictian had hospital inauranae <br />because all oP the oountiea would not agree to providing this benefit, however, he <br />would like to have this.benePit extended to the Health Department employees iP he <br />could sonars the permission from each Board of Commissioners. The increase is the <br />Health Department budget was due to the Pact of the 7.5 percentage granted by the <br />General Assembly and the 3ncreasa in the travel allowance. There would be no inorease <br />in the personnel, however, the total budget reoueat amounted to $1D3,000.00. <br />Chairman Walker recognized Pat Walton, Director oP the Orange-Person-Chatham <br />Mental Health Center. Mrs. Walton reviewed the aervioes now being presented by her <br />Department and oited new programs which the Center hoped to institute. She stated, <br />however, that the Center wsa encountering difficulty in the counties of Chatham <br />and Person relative to budget Data and that these acts would definitely affect <br />the typea.of services that could be rendered in the three county area. She pointed <br />out that Orange County was receiving the greater portion oP the Mental Health <br />Services, therefore, the reoueat for this county was larger than for the other two <br />counties. The budget that was presented by the Mental Health Center amounted to <br />$10'1,800.00. Mrs. Walton stated the increase wsa due to salary increases and the <br />decline in federal grant money. <br />
