5'77- Cr1 <br />MEMORANDUM <br />TO: Orange County Board of Commissioners <br />FROM: Fred Black, Chair, Chapel Hill Public Library Board of Trustees <br />Paul Farel, Vice - Chair, Chapel Hill Public Library Board of Trustees <br />DATE: May 27, 1999 <br />SUBJECT: Chapel Hill Public Library Support: 1999 -2000 <br />The Chapel Hill Public Library Board of Trustees is happy to be here tonight to represent <br />the Chapel Hill Town Council. Our Board consists of 8 trustees, including 1 member <br />who is appointed by the Orange County Board of Commissioners. A list of trustees is in <br />your packet. <br />We are here to thank you for last year's support, which increased from $199,975 to <br />$214,500 ( +7.3 %). Chapel Hill used Orange County's annual contribution for books and <br />reference resources. <br />We also are here tonight to request an increase in County support in your 1999 -2000 <br />budget. <br />Last year, the Chapel Hill Public Library: <br />• Led the state in the number of books loaned to residents (16.5 books per resident vs. <br />the state average of 4.87 books per resident). 46% were loaned to Orange County <br />residents who do not live in Chapel Hill. <br />• Began Internet workstations for patrons. <br />• Planned for future additional Internet services to meet minimum state guidelines. <br />COUNTY SUPPORT: <br />Difference in per capita funding: Chapel Hill Township residents currently receive $4.91 <br />per capita toward library service; other county residents receive $10.02 per capita. 46% <br />of Chapel Hill Public Library users are non - Chapel Hill county residents. <br />Request for additional funding: The Town Council has requested additional funding from <br />Orange County for the Library because: <br />• Orange County's overall library support is lower than that of other area counties and <br />should be increased for all libraries in the County. <br />• The Chapel Hill Public Library serves a significant number of non - Chapel Hill <br />patrons who live in Orange County. <br />• Chapel Hill generates a significant amount of tax revenue for the County, yet receive <br />only half the library support granted to residents in the rest of the County. <br />
