ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 1, 1999 <br />Action Agenda <br />Item No. ~ -Q <br />SUBJECT: Request for Increased Fees; Dick Wilkerson ~ <br />DEPARTMENT: Purchasing & Central Services PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />None Pam Jones, extension 2652 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane - 336-227-2031 <br />PURPOSE: To consider the request of Dick Wilkerson for an increase in fees for design of the pocket <br />park at the Skills Development Center, 503 West Franklin Street. <br />BACKGROUND: Through the work of Commissioner Brown, the County was fortunate enough to retain <br />the services of Dick Wilkerson for design of a park area in front of the Skills Development Center. <br />Wilkerson is a professor at North Carolina State University in Raleigh and contributed significantly to the <br />overall Streetscape design for Chapel Hill. The "pocket park" designed for the Skills Development <br />Center follows the Streetscape standards. <br />The original plans laid out by Wilkerson involved using students to carry out the design/drafting stages of <br />the project. However, the student who was to do the work left the program. In order to maintain the <br />project's momentum, Wilkerson consulted with another architect to prepare the construction documents, <br />thereby creating additional cost for his contract. In addition, comments rendered by the Town of Chapel <br />Hill during their review of the project caused redesign and more work of the consulting architect. <br />FINANCIAL IMPACT: The result of this additional work is a request to increase the original contact <br />amount of $1,800 to $5,900. This represents approximately 7% of the estimated $77,000 construction <br />cost. The funds will be charged against the Skills Development Center Project construction account. <br />Please note that this agenda includes an additional item (Dixon-Weinstein request for additional fees) <br />that will also affect this account. A complete overview of the fund balance status if these items are <br />approved is included as part of the Dixon-Weinstein abstract. <br />RECOMMENDATION(S): The Manager recommends that the Board approve an additional $4,100 <br />design fees for Dick Wilkerson; and authorize the Purchasing Director to create the appropriate <br />paperwork to reflect the action. <br />
