0 <br />conditions or approve it subject to reasonable conditions stipulated <br />by the board. <br />THE RESOLUTION TO APPROVE THE ZONING ATLAS AMENDMENT IS <br />ON PAGE 13. <br />THE RESOLUTION TO APPROVE THE CLASS A SPECIAL USE PERMIT <br />IS ON PAGE 15. <br />Should the Board of County Commissioners make findings consistent with <br />approval of the special use permit, planning staff recommends the special <br />use permit be subject to the following conditions: <br />1. Existing and proposed vegetation shall be installed and /or maintained <br />as indicated on the Landscape Plan. <br />2. The submitted draft homeowners association documents and <br />restrictive covenants to address use' and maintenance of the <br />recreation and open space areas shall be reviewed and approved by <br />the County Attorney. <br />3. Security shall be submitted by the applicant and approved by the <br />County Attorney guaranteeing the construction of all improvements. <br />Security may be posted on a Phase by Phase basis. However, all <br />improvements in each phase must be complete before construction <br />may begin on a new phase. The amount of the security shall be 110 <br />percent of the estimate. <br />4. Water and Sewer improvements shall be constructed to Town of <br />Hillsborough standards. <br />5. All road improvements shall be constructed to NCDOT standards. <br />Improvements proposed for Lawrence Road shall be constructed in <br />Phase One. Improvements proposed for US 70A shall be constructed <br />in Phase Two. The extension of Lori Drive shall be constructed from <br />Dunston Way to Lannie Drive in Phase Three. <br />6. Stringent erosion control measures shall be installed where soil is <br />disturbed and maintained until project completion. <br />7. A stormwater management plan must be developed and approved by <br />the Division of Water Quality before construction activities begin. <br />8.
