4 <br />In recommending denial of the Class A special use permit, the Planning <br />Board found that the use will not maintain nor enhance the value of <br />contiguous property and that the location and character of the use, if <br />developed according to the plan submitted, will not be in harmony with the <br />surrounding area. - <br />The Board found that the applicant did not carry its burden of proof that the <br />use will maintain or enhance the value of contiguous property as the <br />applicant submitted only a letter from a real estate appraiser (Thomas <br />Heffner) stating that, in his opinion, the use will maintain or enhance the <br />value of contiguous properties and did not submit any factual data nor any <br />comparative analysis to support that statement. <br />The Board found that the use will not be in harmony with the surrounding <br />area because the proposed development would be too dense compared <br />with surrounding existing development. <br />FINANCIAL IMPACT: Fiscal Impact Analysis is attached. <br />g:\ plandev1 pd398\ pd398fin .abs \5- 13- 99 \5- 21- 99 \5- 26 -99\kl <br />
