10 <br />Comment has also been received from the Town of Hillsborough. The Town confirms that the <br />property involved in the proposed amendment is within the service area for water and sewer <br />utilities, but states that a contract does not exist between the Town and the applicant with regard to <br />water and sewer extensions. <br />Orange County Emergency Management staff comment that potential development will impact the <br />workload of the County 911 Center, fire, and EMS emergency response. EMS is also concerned <br />about the means of access to the property. <br />F. RECOMMENDATION <br />The Planning Department recommends denial of the proposed Comprehensive Plan amendment, <br />for the following reasons. <br />1. The proposed amendment is not consistent with all locational criteria for a Ten -Year <br />Transition Area <br />2. The site has locational advantages given its location between NC 86 and NC 57, but very <br />constrained access to the property . Access depends upon completion of a proposed <br />Western Bypass (Coleman Loop Extension), not upon the existing transportation <br />network <br />3. The surrounding areas are not in transition from rural or low- density uses to urban or <br />higher density uses. The adjoining Ten -Year Transition area has been designated since <br />January, 1985, yet no higher - density development activity has occurred there.. <br />4. The property is located in an area of low population density relative to the overall <br />Hillsborough Township population density. <br />5. The property is located next to a National Register - eligible, working farmstead The <br />cemetery located on or near the property has potential historic significance. <br />7 <br />
