DRAFT 5/5/99 PLANNING BOARD MINUTES 13 <br />b. Preliminary Plans <br />(1) New Hope Rise Subdivision <br />Presentation by Eddie Kirk. <br />The property is located along the south side of New Hope Church Road <br />(SR 1723) between I-40 and Old NC 86 in northern Chapel Hill <br />Township. Eight (8) residential lots are proposed on a 16.7 acre tract. <br />The current zoning is Rural Buffer. Flexible Development is not <br />applicable in the Rural Buffer. <br />There are no streams on the property, and a 30 foot type A buffer is <br />provided along New Hope Church Road. A type A buffer is composed of <br />deciduous and/or evergreen vegetation, forming a semi - opaque <br />intermittent visual obstructions from the ground to a height of at least' <br />thirty(30)feet. Seven lots are 2.00 acres in size and the other lot is 2.110 <br />acres. <br />The site is almost entirely wooded except for an overhead power line on <br />the front portion of the tract. The trees on site are mixed hardwoods <br />approximately 35 years old. The surrounding property is also wooded. <br />Access to the property is from New Hope Church Road (SR 1723). New <br />Rise Court is proposed to be public and constructed to NCDOT <br />standards. Each lot will access New Rise Court and be served by <br />individual wells and septic tanks. Adjacent properties have existing <br />access; therefore, a stubout is not required. <br />The Planning Board unanimously approved the Concept Plan for this <br />subdivision under the name of New Rise Court on March 4, 1999. The <br />subdivision layout is the same as approved on the Concept Plan. <br />The Planning Staff recommends approval of the Preliminary Plan for <br />New Hope Rise Subdivision per the Resolution of Approval (an <br />attachment to these minutes on pages ), <br />MOTION: Katz moved approval as recommended by the Planning Staff. Seconded by <br />Walters. <br />VOTE: Unanimous. <br />
