Norris Tolson <br />SECRETARY <br />This office has completed its review of the subject's proposed preliminary plans for compliance with current <br />Department of Transportation minimum subdivision construction standards. Pursuant to any final plan approval, <br />this office respectful request you to make the owner /developer aware of the following requirements before starting <br />any construction. <br />1. Prior to any construction of any new access or alteration of any existing access within the right of way, the <br />developer /owner is required to secure a permit with this office. It is the responsibility of the owner /developer <br />to obtain a permit. <br />2. Prior to any construction, this office should receive, review and approve two (2) complete site layouts. The site <br />layouts will include horizontal and vertical alignment information, a typical section, drainage facilities, vicinity <br />map, and the number of lots with the proposed driveway location. <br />3. During the construction, it is the responsibility of the owner /developer to provide verification certifying that the <br />roadway surface, drainage, and seeding satisfies the approved design outside the State's right of way. <br />4. When working within the State's right of way, the owner /developer will contact the Graham District Office <br />before each of the following phases: (A) Drainage, (B) Grading, (C) Placement of base, (D) Paving, and (E) <br />Seeding. Failure to notify this office before each phase of construction may justify a verification certified and <br />signed by a professional engineer. <br />5. In accordance with the General Statute 136 - 102.2, new roads are not eligible for the State Maintenance system <br />unless certain requirements are met. An explanation of these requirements can be found on pages 13, 14, and <br />15 of the . Particular attention should be <br />placed on items 2 (petition for addition), 5, 6, and 7 (occupied housing requirement), 11, 12, and 13. <br />
