f , ~w <br />I <br />Orange County <br />Board of Commissioners <br />Action Agenda <br />Item No. A <br />Action Agenda Item Abstract <br />Meeting Date: June 1, 1999 <br />Subject: Personnel Ordinance Addition -Personal Leave Days <br />Department: Personnel <br />Public Hearing: (Y/1~ <br />No <br />Attachment(s): <br />Draft Personnel Ordinance Addition - <br />Personal Leave Days <br />Information Contact: <br />Elaine Holmes, Personnel Director <br />Telephone Numbers: - -ext. 2550 <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 227-2031 <br />Purpose: To consider an Orange County Personnel Ordinance addition to implement the Board's <br />plan to add two Personal Leave Days for employees effective July 1, 1999. <br />Background: At the October 13, 1998 employee compensation work session, the Board decided <br />to add two Personal Leave Days for permanent employees effective July 1, 1999 to be used as <br />determined by the employee with the department head's approval. <br />At the Boazd's Apri121, 1999 pay and benefits work session, staff provided alternatives on methods <br />to implement the Personal Leave Days and draft policy for the Boazd's consideration. At that work <br />session, the Boazd advised staff to draft the Personal Leave Days policy as follows: <br />^ As a sepazate policy from the Holiday and other leave policies. <br />^ With the provisions that Personal Leave Days: <br />- May be used for any personal reason. -May be donated through the Shazed Leave program <br />- May be used in increments of two hours - Do not accumulate from yeaz to yeaz. <br />The attached draft Personnel Ordinance addition implementing Personal Leave Days includes the <br />above provisions. <br />Financial Impact: The addition of Personal Leave Days does not require the appropriation of <br />funds and does not need to be considered as part of the budget process. The estimated dollar value <br />of the two Personal Leave Days is about $170,000. <br />Recommendation(s): The Manager recommends the Boazd adopt the attached Personnel <br />Ordinance addition providing Personal Leave Days effective July 1, 1999. <br />
