C3 ATTACHMENT 2 4 <br />ENVIRONMENT AND RESOURCE CONSERVATION DIRECTOR <br />GENERAL DEFINITION OF WORK: <br />Performs difficult professional and administrative work developing and implementing <br />programs on environmental issues and the preservation of natural and cultural resources <br />in Orange County; does related work as required. <br />Work is performed under general supervision. <br />TYPICAL TASKS: <br />Develops and implements programs on environmental issues and conservation of natural <br />and cultural resources; <br />Identifies and assesses the environmental issues and needs of the community; <br />Provides strategies and recommendations as to how the department may be instrumental <br />in addressing environmental issues and needs; <br />Prepares annual status reports on air quality, biological resources and sustainability <br />indicators and present to Boazd of County Commissioners; <br />Oversees the initiatives for acquisition of land and protection of the County's natural and <br />physical environment; <br />Develops a resource acquisition program where data will be used to identify and <br />prioritize the County's most significant and unique natural and cultural resources; <br />Develops partnerships with appropriate agencies to work toward the conservation of <br />priority resources; <br />Provides staff support to the Commission for the Environment, the Historic Preservation <br />Commission, the Agricultural Districts Advisory Boazd, as well as a number of ad hoc <br />task forces and committees; <br />Serves as a liaison with other local governments for inter-local conservation and interacts <br />with local, regional, state conservation organization and governmental agencies; <br />Directs and supervises the work of subordinates; <br />Performs related tasks as required. <br />KNOWLEDGES. SKILLS AND ABILITIES: <br />Comprehensive knowledge of environmental issues and conservation of natural and <br />cultural resources, including legal financial and issues involved in land protection, natural <br />resource assessment and management; comprehensive knowledge in identifying and <br />prioritizing environmental issues and natural and cultural resources; comprehensive <br />knowledge in land acquisition for resource conservation; thorough knowledge of research <br />methodology and of standazd statistical procedures; ability to plan organize and carry out <br />research projects effectively; ability to prepare comprehensive plans and studies; ability <br />to present the results of research effectively in oral, written and graphic form; ability to <br />establish and maintain effective working relationships with County officials, associates, <br />representatives of other agencies and the general public. <br />EDUCATION AND EXPERIENCE: <br />Any combination of education and experience equivalent to graduation from an <br />accredited college or university with a Master's degree in public administration, <br />planning, environmental engineering, environmental sciences or related field and at least <br />6 years experience in planning, environmental science, land acquisition or related work <br />experience including at least 2 yeazs supervisory experience. <br />
