2 <br />has supervisory responsibility for five employees. In summary, the Director: <br />^ Develops and implements County programs on environmental issues and <br />conservation of natural and cultural resources. This includes overseeing the <br />initiatives for acquisition of land and protection of the County's natural and <br />physical environment. This includes accomplishing the goals related to the <br />environment and resource conservation adopted by the Board of County <br />Commissioners. <br />^ To enhance protection of the environment and conservation of resources, the <br />Director pursues a wide range of initiatives related to the Board's goals, including <br />watershed and surface water quality protection, ground water quantity and quality <br />protection, sustainability, air quality, natural areas and wildlife habitat, and the <br />acquisition of natural resources, cultural resources and parks. <br />^ Provides staff support to the Commission for the Environment, the Historic <br />Preservation Commission and the Agricultural Districts Advisory Board, as well as <br />a number of ad hoc task forces and committees. <br />Personnel has reviewed the duties and responsibilities of the Director's position and <br />compared the duties and responsibilities to existing County positions. Based on the <br />classification study and comparison with other positions, Personnel is recommending that <br />the Planner II position at Salary Grade 70 be reclassified to the new class of Environment <br />and Resource Conservation Director at Salary Grade 76. This grade has a hiring range of <br />$44,372 - $53,932. Attachment 2 shows Orange County classes at Salary Grades 74 - 80. <br />Earlier this year the Board approved the establishment of the new position of Land <br />Resources Conservation Manager. That position reports to the Environment and Resource <br />Conservation Director and was established at Salary Grade 73 in the Classification and Pay <br />Plan. That grade has a hiring range of $38,330 to $46,588. Recruitment and selection for <br />that position now is in process. <br />Financial Impact: Funds to implement the reclassification of the existing position held by <br />David Stancil to the new class of Environment and Resource Conservation Director are <br />available within the approved budget for fiscal year 1998-99. <br />Recommendation: The Manager recommends the Board amend the classification and pay <br />plan to add the new class of Environment and Resource Conservation Director at Salary <br />Grade 76. <br />
