''~D <br />Commissioner Richard Whitted stated that a speed limit sign had been placed <br />on the Lake Orange Road, but that the sign was a 55 mile per hour limit and that <br />the residents of the area wished to have this limit lowered. The Clerk was <br />inatructed to advise the State Board of Transportation of the request to lower <br />the speed limit on said road, <br />The County Administrator advised the Board that L. G, Holleman, Dlreotor of <br />the Manpower Council stated that Orange County needed to appoint additional <br />members to the Manpower Board. It was pointed out that Joe Augustine, Executive <br />Secretary of the Chanel Hill Chamber of Commerce, and Sharman Shelton, Extension <br />Agent, had agreed to accept appointments to the Council, however, no official <br />list of recommendations from the various participating agencies or municipalities ' <br />had been received, It was agreed that the Soard should wait until an official list <br />was received prior. to making any appointments to the Manpower Advisory Board. <br />Discussion ensued concerning the Road Priority Rating Schedule that had been <br />submitted by the State Board of Transportation. Commissioner Flora Garrett stated <br />that she had met with Cecil Bud, Chairman of the Secondary Roa3 Council for the <br />State Board of Transportation, and that Mr, Bud had advised her that if the Board <br />was discontent with the Rating Schedule that he would suggest the Board appear <br />before the aouncil on the matter, <br />Upon motion of Commissioner Flora Garrett, seconded by Commissioner Richard <br />x, Whitted, it was moved that the County Administrator write and find out the date <br />and place of the next Secondary Road Council meeting and that the Board appear in <br />behalf of some of the roads that they feel were not properly rated. <br />Vice Chairman Walker stated that it had been brought to hie attention that <br />the m5.nutes had not been approved for meetings that had been held in February, <br />March and April, therefore, he wished, at this time, to have all minutes approved. <br />Commissioner Flora Garrett stated that there were errors that needed to be <br />corrected and they appeared in the minutes of the F''ebruary 19th and April 16th <br />meetings. The Clerk was inatructed to make the following Corrections: <br />1, February 19, 19711 page 192. Motion re-written ae follows: <br />Upon motion of Commissioner Henry S, Walker, seconded by Commissioner Melvin <br />~~Jhitfield, it was moved and adopted, that the County approve the 1973°1971} <br />Secondary Road Construction Program as it was presented by the Board oP Transportation. <br />on Friday, February 15, 19711, subject to the recommendation that the Board of - <br />Transportation reclassify RR X1330 from a subdivision road and that said SR X1330 <br />be placed on the Priority Rating Schedule. <br />2. February 19, 19.71}, page 192, <br />Correct spelling of the word aaclamation from accumulation to acclamation. <br />3. Commissioner Flora Garrett stated that the Clerk had failed to record <br />the request that had been made by her and Commissioner Richard Whitted to the County <br />Administrator. Tha following should have been inserted in the February 19th meeting: <br />"Commissioner Richard `.~ihitted asked Mr, Gattis about sac.uring=a Finencial-State- <br />meat and Mr, Gattis said that it would take some time but he would get a report <br />ready, Commissioner Flora Garrett and Commissioner Richard Whitted also asked for <br />copy of the audit and the County Administrator said he would send one." <br />1J-• April 16; 1974, page 208, Correction to Item II Rural Firs Departments. <br />Discussion ensued e.oncerning the request far the installation of fire hydrants <br />on all water lines and the possibility of providing service roads to rural water <br />aeurces, 2t was pointed out that the T~s for fire hydrants could be placed on any <br />future lines at a miminal cost, however, it would prove expensive to install the <br />T~s and fire hydrants after the lines had been completed, It was pointed out by the <br />firemen that adequate size lines must be made available as the pressure and suction <br />on small lines could do cor_siderable damage to household appliances ar_d cause the <br />line itself to collapse. It was agreed that the Soard would request the County <br />Attorney to investigate tra possibility of providing water facilities for rural fire <br />protection, either by the way of installation of fire hydrants or providing service <br />roads to rural water sources. Discussion ensued concerning the possible water sources <br />that are located in the county, The Board requested the County Administrator to <br />make a survey and study of the available ponds, lalcea n_nd creeks and to report his <br />findings to the Board, Mr. Gattis replied that ha felt the volunteer firemen had more <br />knowledge. of where the ~aeter sources were currently located and ha suggested that the <br />fire association make the study and then bring their recommendations back to the Board. ' <br />The volunteer fire association agreed to make this survey and study, Further <br />discussion ensued, <br />Commissioner Flora Garrett moved that the Soard request the County Administrator <br />or the County Attorney to investigate the legal possibilities involved with the <br />placing of fire hydrants on installed water lines and the possibilities of providing <br />all weather roads to rural ponds, It was agreed that a motion was not needed, but the <br />Board agreed to pursue the matter of all legal options. <br />
