Vice Chairman Heizry Walker took charge of the meeting. Discussion ensued <br />concerning the tentative Social Services budgst. <br />Upon motion of Commissioner Flora Garrett, seconded by Commissioner Richard <br />E. Whitted, it was moved and adopted, that the Board accept the 1974-1975 estimated <br />Budget summary. <br />Vice Chairman Walker referred the Board to Item $ on the Agenda: (Recreation <br />Study Committee report and recommendation concerning Summer Recreation Program. <br />Edward Mann, Jr., Chairman of the County Recreation Study Committee, and Mr a. <br />All ens Ray, member of the Recreation Study Committee, were present. Vice Chairman <br />Walker recognized Mr, Mann. Mr. Mann informed the Board that George Williams, <br />Orange County School Superintendent was unable to be present, however, Mr. Williams <br />had authorized him to make an official request in behalf of conducting an eight (8) <br />week Summer Recreation Program. He stated that Ms, Williams said he would ba glad <br />to meet with the Board at any future date for a detail explanation of what he plans <br />to do with the Recreational Funds if the Board seas fit to allocate them. Mr. Mann <br />stated that the Recreation Study Committee had received a report from the consultants <br />who had been employed to mako recommendations for the institution of a full scale <br />recreation program. He stated, however, that the committee did not feel that there <br />would be sufficient time to implement the program that was being recommended by the <br />consultants, and that the committee did not wish to jeopardize the future of an <br />adequate recreation program, therefore, they :vere recoerananding that a summer recreation <br />program, under. the direction of the school system, be adopted. Mr, Mann stated that <br />the Recreation Study Committee needed more time to investigate the recommendations of <br />the consultants prior to requesting any type of recreational funds or facilities and <br />he felt that the summer program which would cost approximately $11,GOp would provide <br />recreation for the summer months. Mr. Mann said that according to P'ir, willSams~ <br />estimation based on last years experience there were approximately three hundred (~00) <br />youths who aarticipated in the orogram and that this year he would like to add arts <br />and crafts to the proposed project. The X11,000 would include salaries for three <br />supervisors and four to six assistants and that three sites were being considered for <br />the recreation program. He said these sites would be Grady Brown, Stanback and Aycock, <br />however, no.definite choice of sites could be made until a registration could be held <br />to see what areas would be covered from the registration list. Discussion ensued. <br />The County Administrator was requested to ask Dr. Robert Hanes what school facilities <br />could be used without requiring supervision for the users. Mr. Mann stated that the <br />Study Committee would be happy to investigate the facilities that might be available <br />ir_ the Chapel Hill area. Both he and Mrs. Ray stated that the County Recreation Study <br />Committee did endorse the proposed summer recreation program that was being requested <br />by George Williams. No action was taken on the request and it wsa agreed that the <br />3oard would request Mr. Williams to mast w7th them in cyder that this matter might <br />be further explored. <br />Vice Chairman Henry Walker stated that the Town of Chapel Hill did not appear on <br />the Agenda, however, Jerry Coher_, Member of the Board of Aldermen, and Chester <br />Yendzior, Jr., Manager of the Town of Chapel Hill, were present and wished to make a <br />presentatior. to the Board.
