~g~ <br />The Countq Administrator presented plats of proposed sites that were under <br />consideration for the new dog pound, The Soard reviewed the plats. <br />Mr. Boggs advised the 3oard that he felt that a radio should be installed <br />in the two vehicles that were operated by he and FLenneth Brown. The Countq <br />Administrator replied that the County had made application for radio frequency, <br />hovrever, he had recently been advised that a radio frequency could not be made <br />available until after the first of June, Re stated that the County had made <br />application about a year ago and that at periodic tines the Federal Communications _ <br />Commission would advise him that there would be a delay, <br />Discussion ensued cor_cerning -the type of plans that wou13 be needed for the <br />construction of a new dog pound. It was generally agreed that some members of the ~ <br />Board, the Dog Warden, and other representative agencies should make an onsi.ght visit <br />of other dog pounds. The County Administrator was instructed to secure some type <br />of glans and place the item of a new dog pound in the 1974-197$ budget, <br />Item 3 was not taken up at this ,time, <br />Chairman Walker referred the Board to Item 4 on the Agenda: (Designation of <br />one County Commissioner to participate in cativasa of votes cast in Orange Grove <br />Rursl Fire Protection District, Time 10:30 A,M„ Thursday, May 9, 1974.) <br />The County Administrator informed the 3oard that under the General Statutes one member <br />of the Soard had to participate in the canvassing of the votes cast in the Orange <br />Grove Rural Fire Protection District. Discussion ensued, Commissioner Flora <br />Garrett was appointed as the member who would canvass the votes of the Orange Grove <br />Rural Fire Protection District on Thursday, May 9, 197)x.. <br />Item $ was not taken up at this time. <br />Chairman Walker referred to Item b on the Agenda: (t2iscellaneous Reports:) <br />1, Green Box Program Progessa Report, <br />The County Administrator informed the Soard that difficulties were being <br />encountered relative to the delivery date on the boxes, in that, the Company had informed <br />him that the new date of delivery would be June 1, He stated that the County was <br />having problems in the securing of sites for the location of the boxes in the southeast <br />corner of the Countq. 13e requested the press to inform the public of this problem <br />wzth the hope that someone might assist in the looation of sites for that area. <br />2. Consideration of fvu^^ (4) possible sites Por garage to house refuse <br />collection and other County vehicles, <br />Mr. Gattis stated that he had hoped to combine the location of the dog pound <br />ar_d the garage that would house the refuse collection vehicles, He proceeded to <br />define the site locations trot had 'Dean pointed out on the maps that had been <br />previously presented to the Board, At this point he asked the Soard members Por <br />their thoughts on this matter. Discussion ensued. <br />3, Office site for new Probation Officer, <br />The County Manager advised the Board that office apace had b®en located in <br />the building forme"rly known as the Old Ogburn Furniture Building on West Franklin <br />Street, He stated that it was not in walking distance of the Chapel Hill court <br />facilities, however, it was a preferable site and the rental for this office would <br />amount to one hundred dollars ($100,00) per month, Discussion ensued, <br />The County Administrator was authorized to proceed with the securing of office <br />space for the probation department. <br />4. Some critical needs in the personnel area. <br />The County 9dminiatrator advised the Board that he did not wish to go into <br />this matter at this time. <br />Chairman Walker referred the '3oard to Item 3 on the Agenda: (Set date for Public <br />Hearing on Creation of Briarcliff and the Oaks Service Districts.) <br />The Countq Manager advised the 3oard of Commissioners that the Tawn of Chapel <br />Hill had agreed to provide the requested fire protection by its municipal fire <br />department for a period not to exceed two (2) gears, The cost of this service <br />wculd be the proceeds of a ad valorem tax levy of thirty cants (,30~) per one <br />hundred dollar ($1D0.00) of property valuation, Discussion ensued. Mr, Gattis <br />advised the Board that in order to establish a service district for each of these - <br />aresa the General Statutes required that a Public Hearing be held ar_d a notice of <br />the public hearing must be run for four (LF) consecutive weeks in a local newspaper, <br />therefore, the Board must establish a date, time and place for the holding of the <br />public hearing on the creation of service districts in the Briarcliff and the Oaka <br />areas, It was agreed that the Public Hearing on the establishment of the two service <br />d3stricta (Briarcliff and The Oaks) would be ached~~7ed for Tuesday, Sune 2s, 1974, at <br />8 P. M. in the District Courtroom of the Old To•..m Ha11 in Chapel Hill. <br />
