Like the pity of Durham, you have probably received a request horn the batha~n
bounty a~a~na~sslonels to suppo~~t all of the proposed ~ardan Lake Mules. Durham's pity
council has declined to do that, Instead, our Council believes that the most reasonable approach
to the Jordan Rules must involve a substantial modification to the existing development rule. we
rape yQ~ will agree, anal adapt official positions srn~ilar to Durham's.
Durham has been proactive 1n many env~roluriental inxtzatxves aver tae years. awever, our
auncil cannot suppo~~t the ,Tordan Rules, given tl~e questionable science and assumptions behind
the rules and their immense ecano~x~xc impact. They target a water body that, in the main, is
functioning well, especially jn 1>Lght of the dire predictions made when it was created. In
pa~~ticular, they impose unreasonable costs an the Capper New Haile governments and their
citizens. The Upper New Hope arm plays a valuable race 1n reducing pollutants that would
otherwise be reaching the Lower New Hope arm. Requiring our at~.n to meet the same water
quality standards that more "pristine" water sources meet n~al~es no seise. If you are i~lterested
in reviewing more rnatel4ials regarding the Jordan Rules, Durham's web site at
http.llwww,drhar~~c. ayldepa~~.rnentslwr~~l~ordan lal~e ~~~les.cfrn contains a number of useful
resources, including an informative engln.eer~ng article regardxn.g the lake's history,
The Durharrx pity council has approved a resolutYOn that we believe sets fartl~ a reasonable
compromise on the Jordan Rules. I attach it for your consideration and support. Although our
pDS1t14n 1s a COnlpromise, ~n na way da we believe that it compromises the health of the lake.
The tight restrictions on wastewater and on new development will ensure that local governments,
rate-pay~tlg citizens, and private sector developers w111 be contributing significant resources
toward the goal of continuing to protect the health of .Tardan Labe.
It x~ ir.~portarit that Triangle ovet-n~nents speak up ~r~r~edzate~,~, ~~~h ore ~o~ce, with regard to
the Gordan Rules. Alternative legislation to the total disapproval bills already submitted by
legislators is in tl~e wo ~ks. These alternatives nay not nuke the changes needed to existing
develaptr~ent Irian s nles,we act in concert.
sincerely,
wi . `B' .
av
Gaol Tf~ir~gs ~lre Nappen~r In D~rharn
