- ~y~.~ <br />~~L+y <br />The Tax Supervisor recommended that the Board not grant the request being <br />made by Mr. Savory as there were other citizens who would expect the same waiver <br />to be applied to their cases. Tt was agreed to ask the County Attorney and the <br />Property Tax Commission for a ruling an the legal question of Whether or not the <br />- Board had the authority to grant a waiver. <br />Roland Scott, Chairman of the County Board of Education, Emma Sue Loftin, <br />and H. G. Coleman, members of the Board of Education, George Williams, Superintendent <br />of the Orange County School Unit and A, C. Crowder, Assistant Superintendent of the <br />Orange County School Unit, were present. Mr. Scott stated that the Board of~ <br />Education and the Town of Hillsborough were proposing to install an eight (8 ) <br />water line and a four (4") sewer force main line to the proposed school site on the <br />Orange Grove road. The Town of Hillsborough would install and take title to the <br />water lines and the estimated cost of the protect would amount to $70,000.00, <br />however, the Board of Edunation would receive *~200.00 for eaoh water tap and that <br />the Board expected to recover the total coat of the installation of the lines in <br />fifteen (15) years. <br />Tha County Administrator advised the Board that the Green Box Program would <br />be instituted in May. He presented a brief report on the proposed program. <br />Commissioner Flora Garrett reported to the Board that an investigation into <br />the condition of waste water treatment facilities at three mobile home courts in <br />the county had been made by Tony Laws, District Health Sanitarian, Dr. Arnie <br />Vesland, Civil Engineer and Associate Professor of Auke University sad herself. <br />Samples taken Prom septic tanks were found to contain chloroform bacteria and <br />in each case the content was very high when compared with normal standards for a <br />Class A stream. Discussion ensued. <br />The County Administrator was requested to ask the Health Director to attend <br />the April 1st meeting for the purpose of discussing the problem. <br />Commissioner Henry 5. Walker stated that there was one position that <br />Orange County needed to fill on .the Triangle Commission on Criminal Justice. Tt <br />was agreed that this appointment would be made at the April 1st meeting. <br />The County Administrator reviewed the requirements of the General Statutes that <br />would allow the creation of special service districts for fire protection in The <br />Oaks and a part of Briarcliff Subdivision. Mr. Gattis stated that the County had <br />not received an indication from the Tawn of Chapel Hill as to whether or not it <br />would be willing to provide fire protection for these erase if the districts were <br />created.
