1997 -98 <br />• 10.54% increase in school current expense <br />® 2.5% cost of living adjustment for County employees and a modification to the career growth <br />recognition and performance awards to address the issues identified by the Board <br />® 13.5 new positions including four positions funded from existing resources to ensure that <br />critical child protection and public safety positions are staffed and for staff and operation <br />costs for the newly constructed jail addition <br />® a contingency fund to pay one year of debt service on funds borrowed to retrofit the Skills <br />Development Center through private placement financing <br />® decrease Chapel Hill/Carrboro City Schools district tax from 19.0 to 15.90 cents per $100 <br />assessed valuation, which is the equalization rate as a result of the revaluation <br />® first year implementation of the Information Technology Plan through capital and operating <br />budgets <br />® 23% increase in school recurring capital as a result of new BOCC capital funding'policy <br />earmarking 3 cents on the property tax rate for this function, split between OCS /CHCCS on <br />an ADM basis <br />• funds appropriated for staffing and operations of jail addition <br />• increased funding for daycare resulting from Work First program <br />1998 -99 <br />® 11.86 % increase in school current expense appropriations <br />® 2.5% cost of living adjustment for County employees <br />• 14.25 new general 'fund positions and provides support for many areas including health <br />education, engineering, client transportation, automation support, new facility care and <br />emergency medial coverage <br />® full year operations at the Southern Human Services Center, Jail Addition, and F.
