Enclosure 5 <br />Outside Agencies <br />As stated on pages 1 -10 of the Budget Message, we tried to maintain a balance between <br />County departments and outside agencies. As in previous years, new agencies were not <br />added to the list of outside agencies receiving funding. The outside agencies the Board <br />wishes to consider are listed below. <br />1. Criteria for Evaluating Non-Profit Agency Capital Campaign Requests <br />See criteria in Attachment 1 of this enclosure. <br />2. Historic Hillsborough Commission (budget page 11-5) <br />The Historic Hillsborough Commission preserves the Burwell School. Funding has <br />remained constant at $3,000 in previous years. This fiscal year the agency has <br />requested a $2,000 increase to expand programs and activities. <br />3. Orange County Historical Museum (budget page 11-5) <br />The Historical Museum has requested $1,000 over their current funding amount of <br />$4,000 to expand interpretive programs, conservation projects and education/outreach <br />programs. <br />4. Institute of Government Facility Contribution (not included in the Manager's <br />Recommended Budget) <br />Recently, a request was . received from the Association of County Commissioners for <br />Orange County to consider pledging a contribution to help defray the additional cost <br />for the new tonstruction at the Institute of Government. An additional $4 million is <br />needed because construction costs in this tight market are apparently going to exceed <br />the $15 million in State funding for this project. The NCACC has suggested that each <br />county consider making a pledge equal to its annual operating support to the IOG. <br />The 1999-2000 County budget currently includes $8,580 for IOG operating support. <br />The Manager's Recommended Budget did not include funding for this project in the <br />1999-2000 budget because the request was received so late in the budget process. <br />The IOG is a tremendous asset to North Carolina local governments, and particularly <br />to Orange County, because it is right here in our backyard. If the Board feels so <br />inclined, funding in the amount of $2,860 (as the first payment in a three year pledge <br />of $8,580) could be added to the budget during the "outside agency" discussion at the <br />June 15 work session. -Background information on this request from the NCACC is <br />included at Attachment 2. <br />5. Land Trust/Orange Community Housing Corporation (budget page 11-7) <br />In the current fiscal year (1998-99), the OCHC received an additional $19,000 to <br />eliminate an operating deficit. At the December 1, 1998 Board meeting, the" Land <br />Trust Implementation Task Force presented recommendations to the Commissioners <br />15-_y <br />
