Public Information Bulletin rvft� "AFT <br />WK <br />Construction & Demolition Disposal Facile Siting <br />Towns of Carrboro, Chapel Hill, and Orange County <br />This communication is primarily intended for owners of property located near the intersection of <br />Guess Road and New Sharon Church Road. <br />Orange County governments are considering acquiring property located near the intersection of <br />Guess Rd. and New Sharon Church Rd. on which to develop a facility for disposal of construction <br />and demolition waste materials. This public information message is the first of a series of interactions <br />planned for your community as local elected officials continue consideration of this disposal site. <br />Local officials wish to balance the interests and standards of the community, the needs of the larger <br />community of Orange County, and management, environmental, and economic requirements of <br />managing Orange County's solid waste. <br />The existing construction and demolition (C &D) facility just north of Chapel Hill is expected to reach <br />capacity in 2000. The governing boards of Orange County have been evaluating many sites in all <br />areas of the county for more than two years. <br />A C &D disposal facility is a special type. of landfill that receives for burial discards from new <br />construction, remodeling of existing structures, and structural demolitions. Examples of materials <br />disposed are wood, tile, roofing, insulation, drywall, carpet, duct work, wiring, glass, brick, concrete, <br />empty paint cans, etc. <br />A C &D facility does not receive food waste or other materials that cause odor and attract vermin and <br />are typically associated with sanitary landfills. Sanitary landfills can contaminate groundwater and <br />are highly engineered disposal facilities which must be heavily monitored to prevent environmental <br />contamination (gases and leaking landfill juices). Regulations governing C &D facilities are stringent, <br />but less so than a sanitary facility due to the nature of materials approved for disposal. <br />The users of a C &D disposal facility are large and small contractors and builders as well as individual <br />homeowners who generate waste from home improvement projects. An analysis of current facility <br />users indicated that 60% of all loads were delivered by pickup trucks, not large trucks. Additionally, <br />the Orange County government represents the largest number of loads delivered when landfill <br />permits are included. <br />Of course there are some negative community impacts that can result from a C &D facility which we <br />do not wish to understate. But those can and would be dealt with in the design and operation of the <br />facility. Examples of negative community impacts and measures to mitigate them are: <br />• Increase in Traffic. While increased traffic can be expected, limiting hours of operation will <br />channel the traffic into a predictable pattern. Also, only Orange County haulers will be <br />permitted to use the facility; no out -of- county waste will be accepted. <br />
