x.98 <br />The County Administrator advised the Board that the Kiwania Club of Chapel <br />Hill was requesting permission to hold a fireworks display on July !}. Mr. Gattis <br />explained that before Pireworke could be purchased and brought into North <br />Carolina a certificate oP permission must ba granted to the sponsoring group. <br />Upon motion of Commissioner Henry S. Walker, seconded by Commissioner Melvin <br />Whitfield, it was moved and adopted that the Kiwanis Club of Chapel Hill be <br />authorized to hold a fireworks display nn July 4, provided that said display <br />is conducted under the supervision of the Chapel Hill Fire Department. <br />The County Administrator advised the Hoard of the Land Use Conference that <br />had bean scheduled at the Town Hall in Carrboro on Wednesday, Marsh b. <br />Tha County Administrator informed the Board that a Memorandum had been received <br />from the Department of Transportation relative to the procedure Por handling <br />petitions for addition to System, Abandonments from system, and general improvements <br />to existing system secondary roads. The new procedure would require the petitions <br />to be submitted to the County Planning Board prior to the forwarding to the <br />Di.atrict Fhgineer~s office. <br />There being no further business to come before the Board the meeting was <br />adjourned to meet again on Thursday, March 14, at B P.M. in th® Commissioners Room. <br />C. Gattis, Acting Clerk <br />MINUTES OF THE DRANGE CCUNTY <br />BOARD OF CCMMISSIDNERS <br />March 12, 1971+ <br />The Board of Commissioners of Orange County met in Special Session in the <br />Commissioners Room of the Courthouse in Hillsborough, North Carolina on Thursday, <br />March 1~., 197!}, at 8 0 ~ clock P.M. <br />Members Present: Commissicners Flora Garrett, Richard E. Whitted, Henry S. <br />Walker and Melvin Whitfield. Chairman Norman Walker joined the meeting later. <br />Fred S. Cates, Mayor of the Town of Hilllaborough, John Roberts, Arthur <br />Crabtree and Ralph Neighbour a, members of the Hillsborough Town Board of Aldermen <br />and Barbsra Burch, Town Clerk, Braxton Foushee, member of the Board of Aldermen <br />of the Town of Carrboro and Gail Winslow, representative from the IIniversity of <br />North Carolina Utilities Department were present. <br />This meeting had been called by the Board of Commissioners for the purpose <br />of discussing the Water/Sewer Policy that had been adopted by the Board in June <br />of 1973. <br />Tn the absence of Chairman Norman Walker, Vice Chairman Henry S. Walker opened <br />the meeting. He stated that the Board wanted to review the Water/Sewer Policy <br />as it was the opinion of the Board that a better understanding of the intent of <br />said policy needed to be discussed. <br />Chairman Norman Walker inauired of the Mayor of Hillsborough if any xater lines <br />had been installed by the Town of Hillsborough since the Water/Sewer Policy had <br />been adepted. The Mayor replied he did net think so. Discussion ensued as to <br />the water line that was being installed to the B 'rl Mobile Home Fark. The Mayor <br />explained the position that had been taken by the Town of Hillsborough in that <br />matter. Further discussion ensued. <br />Braxton Foushee inquired of the Board if they felt the Town of Carrboro had <br />in any way violated the provisions of the Policy. Alderman John Roberts stayed and further discussion ensued as to - <br />tha reasons that the Board Pelt the Town of Hillsborough should keep them advised <br />of any future xater line installations. <br />
