"T`_iF WpHRSIGNEp, residents and owners of prop arty in that part <br />of the subdivision Briarcliff which lies outside the corporate limits <br />of the City of Chapel Hill, herewith petition the County Gommissioners <br />of Orange County to negotiate a service contract with the City of <br />Chapel Hill to ins Jude this area in the fire district of the City. The <br />properties covered by this petition aan be determined by reference to <br />the accompanying map of the area, adapted from Orange County tax map r~2 D. <br />Conditions which we believe support favorable aotion are the following: <br />1. The area is not presently located in any other fire district. <br />2. All lots in the area are now occupied by completed houaea except <br />one small lot at the foot of Little Street and Lot 4s Block F, <br />on which a house is now under construction. <br />3. The area is primarily a family community with many children. <br />4. Although the area is more than three miles from the central fire <br />station of Chapel Hill, it is only 1.3 to l.7 miles from the <br />Fast Franklin Street fire station. <br />5. Fire hydrants are conveniently loaated at four places in the area -- <br />(1) corner of Emory Drive and Brigham Road, (2) corner of klnory <br />Drive and Little Street, (3) at 906 Grove Street, and (4) at 814 <br />Churchill Drive dust inside the city limits. <br />6. Because of the woodland bordering on and extending into the <br />community, an unattended fire could not only endanger life in <br />the family concerned but also become a mayor hazard to the entire <br />community. <br />7. Df the fifty-five ($$) home owners, e11 but a small number have <br />subscribed this petition. The County Administrator advised the Board that there <br />was permission legislation which would s11ow for the establishment of special <br />service diatricta. He stated that the letter from Mr. Hen'sle stated all the <br />property owners in the Briarcliff aubdiviaion hsa signed the petition and <br />that the Board had to decide whether tv establish a special service district or <br />not. No aotion was taken on the matter. <br />Chairman Walker presented a letter from Lloyd J. Osterman, Librarian of the <br />Hyaoneeehee Regional Library. Said letter stated that Don Matheson and Mrs. <br />Richmond Bond had retired from the Board of Truateea of the County Library and <br />that said retirement was effective on January 31, 1974. The letter recommended <br />that Cecil L. Sanford of Hillsborough and Francis B. deFriesa of Carrboro be <br />appointed to the Orange County Public Library Board. Di souesion ensued. <br />Upon motion of Commissioner Richard E. Whitted, seconded by Commissioner <br />Henry S, Walker, it was moved and adopted that Ceail L. Sanford and Francis B. <br />deFriess be appointed to the Board of Trustees of the Orange Coupty Public <br />Library for a term of six (6) .years. Said terms are to be effective on April 1, <br />1974. <br />A Memorandum from Robert E. Sternloff, Coordinator, Orange County Recreation <br />Team wae_preaented. The Memorandum advised the Board that House Bill #220 would <br />provide funding for North Carolina County Recreation Programs. Mr. Sternloff <br />urged the Board to contact the local senators and representatives and the other <br />individuals on the Appropriations Committee encouraging them to support House <br />Bill #220. <br />_ IIpon motion of Commissioner Flora Garrett, seconded by Commissioner Riohard <br />E. Whitted, it wee moved and adopted that the Orange County Board of Commissioners <br />go on record in support of House Bill #22D. The Clerk was inatruated to write <br />the county's representatives in the General Assembly and to also write the <br />members of Appropriations Committee of the House requesting them to support House <br />Bill #220. <br />
