~~~ <br />The Clerk was instructed to write to all of the county's representatives, <br />the Chairman of Judiciary I of the Senate, and to the sponsors of Senate B311 r~1240 <br />advising these Senators of the action taken by the Board. Copies of sll <br />correspondence was to be forwarded to Jim Page, Chief State Emergency Medical <br />Services oP the Department of Human Resources. <br />Discussion ensued concerning Senate Bill ~r1205. <br />Upon motion of Commissioner Richard E. Whitted, seconded by Commissioner <br />Henry B. Walker, it was moved and adopted, that the Board go on record as opposing <br />the adoption of Senate Sill X1205. <br />The Clerk was asked to follow the same instructions that were given relative <br />to writing sll the proper persona. <br />Chairman Walker referred th Item ~5 of the Agenda: (Approval oP Tax Refunds; <br />Neal x. Tracy For 1973 $39.49, For 1972 $24.30.) <br />The County Administrator stated that the rating code for Neal H. Tracy had <br />been erronously affixed on his tax abstract for two pears. He, therefore, had <br />been charged a special district tax when the tax was not applicable as he lived <br />out aide of the special, tax district. Mr. Gattia recommended that the refund be ; <br />granted. <br />Upon motion of Commissioner Henry S. Walker, seconded by Commissioner Flora <br />Garrett, it wsa moved and adopted, that Neal H. Tracy be refunded $39.49 for the <br />year 1973 tax year and $2U..30 for the 1972 tax year. <br />Chairman Walker referred to Item ~`7 of the Agenda: (Approval of 1973 <br />property tax value of Kavanau Realty Trust (Camelot Apartments). <br />Former value: $1,187,700. Recommended Value: 1,027,900. <br />The County Administrator stated that Item 7 and 8 could be included in the <br />same discussion. He said that this request for refund had resulted in a mis- <br />understanding on the part of Kavanau Realty, in that, they had submitted a <br />capitalized value and that this value had included tax items that should not <br />have bean included, Mr. Gattia advised the Board that since the misunderstanding <br />had been clarified Kavanau Realty had withdrawn its appeal from the State Board <br />of Assessments. He reoommended that the Board accept the new value of $1,027,900.00. <br />U»on motion of Commissioner Richard E. Whitted, seconded by Commission®r Henry <br />S. walker, it was moved and adopted that the recommendation of the County Administrator <br />relative to the matter of Kavanau Realty be accepted. <br />Chairman Walker referred to Item ,~6 of the Agenda: (For Adoption: Schedule of <br />present use values of agricultural, horticultural and forest lands.) <br />The County Administrator submitted sample oopies of Vae Value Assessment and <br />Market Value Assessment on farm land. He stated that the Board must establish <br />a Standard of Values far the assessment of farm land. That the sample oopies <br />contained values that had been established after research and conferenoea with the <br />State Agricultural Extension Service and State College. He stated that these values <br />were lower than most values that were being used by adjoining counties. The Beard <br />deferred action on the matter. <br />Chairman Walker referred to Item :9 of the Agenda: (Fire District Petition <br />covering a portion of the property shown on tax map 520, Chapel Hill township, <br />Briarcliff Subdivision. Property owners in this area are requesting the County <br />declare them afire district and negotiate a contract for fire protectipn for <br />them with the Town of Chapel Hill.) <br />"Enclosed is a Petition to the County Commissioners of Orange County, <br />North Carolina from the property owners and residents of that part of the <br />sub-division oP Briarcliff which is in unincorporated area adjacent to the <br />southeastern limits of the City of Chapel Hill. The petition requests <br />negotiation by the County for this residential section to be included within <br />the fire district of the Caty oP Chapel Hill. <br />We were informed in the County Tax Office that this area is not presently <br />covered by any fire district, a fact which we view as a major hazard to our <br />community. <br />We would deeply appreciate your asaiatance in bringing this petition to <br />the attention of the County Commissioners and, 'subject to their favorable <br />action, taking steps to expedite its implementation. A photocopy of the <br />petition xs enclosed for use in oommunication with officials in Chapel Hill.- <br />Any questions or progress reports may be directed to me by telephone at <br />929-9135 (Chapel Hi11).
