39 <br />5/26/99 <br />recommended that the aforementioned meeting of Managers, <br />staffs and elected officials from the jurisdictions as soon as <br />possible. <br />Use of the different Capital Improvement Programs (CIP's) could <br />be a fundamental part of this mechanism. As previously - <br />mentioned, Orange County's Resource Acquisition Program for <br />land might allow the County to take a lead role in coordinating <br />future acquisitions, most of which will likely be located outside <br />of Town corporate limits. <br />F. Open Facilities Policy <br />In the spirit of inter - governmental coordination, the Work Group . <br />believes that citizens of the Towns and County should have, the <br />opportunity to use facilities developed by all of the local <br />governments and OWASA. Attempting to limit use of facilities <br />solely to residents on a single jurisdiction is likely to be <br />cumbersome administratively and not constructive generally. <br />The Work Group recommends that Orange County, Chapel Hill, <br />Carrboro, Hillsborough and OWASA adopt the "Open Facilities <br />Policy" resolution found in Appendix I. This policy will provide <br />that all recreation facilities owned and operated by the parties <br />are open and accessible to all County residents. <br />To a different degree, a policy regarding use of local <br />government facilities by UNC students and of UNC facilities by <br />local citizens should be investigated with the University. A <br />particular possibility is the UNC Outdoor Education Center, and <br />cooperative ventures for this facility should be pursued now. <br />Additionally, coordination with OWASA on recreational hours 'at <br />the lake facilities is another venue for partnership, and the Work <br />Group recommends that OWASA review hours of operation as <br />suggested by the Carrboro Board. <br />The local governments within which Duke Forest falls should <br />also cooperate with Duke In the future to develop appropriate <br />mutual guidelines in this area. <br />G. Payment -in -Lieu Changes <br />The payment in lieu system is used by Orange- County and <br />Carrboro as a source of funds for recreation lands and facilities. <br />However, because of its limitations (both geographic and <br />financial), payment -in -lieu programs are unlikely to produce <br />37 <br />
