14 <br />5/26/99 <br />With the knowledge of what facilities, needs and standards exist at this time <br />(see Sectlon.II and appendices), the Work Group has discussed the direction <br />of future efforts. In particular, there are two key areas to which attention <br />should be drawn. <br />First, a working set of goals and objectives must be developed that meet the <br />diverse recreation and parks needs of the County. To implement these goals, <br />criteria have been developed for the expenditure of future resources for land <br />acquisition and facility siting. Subsection A below addresses these needs. <br />Second, the potential for joint siting and management of sites is seen as a <br />logical extension of the information gathered to date. An evaluation of . <br />possibilities in this area is also warranted, and is included as subsection B. <br />Impediments to locating new facilities, potential for coordination with Duke <br />and OWASA in meeting future goals, and mechanisms for accomplishing <br />these objectives are also addressed in this section. <br />A. Park and Recreation Land Acquisition Goals, <br />Objectives and Criteria <br />In looking to acquire land for future recreation and parks needs, there <br />are several goals that have become apparent through the discussions <br />of the Work Group: <br />Goals <br />* Encourage school /park joint planning <br />* Preserve natural resources <br />* Promote multi jurisdictional recreation and preservation efforts <br />* Preserve watersheds and water quality <br />* Encourage historic and cultural preservation <br />* Identify and emphasize targeted needs <br />* Establish public /private partnerships . <br />* Encourage the dedication of easements <br />* Implement land- banking opportunities <br />* Acquire /purchase parkland through development process <br />* Develop linear parks concepts and plans <br />Using these goals, more - specific objectives were identified: <br />Objectives <br />* Keep active recreation facilities away from land that is <br />12 <br />
