Families Intensive Home Visiting <br /> Program <br /> Grant Project Ordinance <br /> Project Number 11-648 <br /> Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of <br /> Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted. <br /> Section 1. The project authorized is the Intensive Home Visiting Demonstration Program as awarded to <br /> the Orange County Health Department by the North Carolina Division of Women and <br /> Children's Health, Department of Health and Human Services. The planned two-year project <br /> period continues until June 30,. 1999. This grant provides funding for 3.5 permanent, time- <br /> limited positions through the grant period. The grant provides Rinds to decrease child abuse <br /> and neglect; improve parent-child interaction; ensure adequate use of preventive family <br /> support services; improve children's health and development; and improved the service <br /> delivery system in Orange County by decreasing fragmentation and duplication. <br /> Section 2.. Under the terms of the agreement, Orange County will administer the grant as fiscal agent. <br /> The officers of the County are hereby directed to proceed with the grant project within the <br /> rules and regulations contained in the grant document, the rules and regulations of the North <br /> Carolina Department of Health and Human Services and the budget contained herein. <br /> Section 3. The following revenue is anticipated to be available to complete this project: <br /> Intergovernmental(1997-98) $105,000 <br /> Intergovernmental(1998-99) -$100,000 <br /> Intergovernmental(1999-00) $89,471 <br /> Total Intergovernmental $294,471 <br /> Smart Start(1998-99) $15,965 <br /> Smart Start(1999-00) $47,578 <br /> Title=-Medicaid(1998-99) $35,178 <br /> Title=-Medicaid(1999-00) $15,863 <br /> Total Intensive Home Visiting Revenue $409,055 <br /> Section 4. The following amount is appropriated for this project for the two year period: <br /> Intensive Home Visiting(1997-98) $105,000.00 <br /> Intensive Home Visiting(1998-99) $151,143.00 <br /> Intensive Home Visiting (1999-00) $152,912.00 <br /> Intensive Home Visiting Appropriation $409,055.00 <br /> Unspent funds on June 30 of each year will revert back to the State. <br /> Section 5. The finance officer is hereby directed to maintain within the grant project sufficient specific <br /> detailed accounting records to provide the accounting to the grantor agency required by the <br /> grant agreement and federal and state regulations. <br />
