18 <br /> Attachment 6 <br /> Orange County Personnel Ordinance Revisions to <br /> Implement the Employee Pay and Benefits Plan for 1999-00 <br /> Purpose: To consider revisions to the Orange County Personnel Ordinance to implement the <br /> employee pay and benefits plan for 1999-00. <br /> Background: At the October 13, 1998 employee compensation work session, the Board reached <br /> consensus on the components of the employee pay and benefits plan for 1999-00 and 2000-01. <br /> In a follow up work session on April 21 and in a further 401(k) Plan discussion on May 18,the <br /> Board confirmed its plan and received information on and discussed the Manager's <br /> implementing policy recommendations. At the June 15, 1999 work session, the Board <br /> determined the final amounts to be budgeted for the pay and benefits plan for 1999-00. <br /> The attached Personnel Ordinance revisions implement the Board's decisions as to the pay and <br /> benefits plan for 1999-00. The implementing policy and processes included in these revisions <br /> are the same as those detailed in the"Pay and Benefits Implementation Report"the Board <br /> received for the April 21 Board work session. The draft Personnel Ordinance changes are briefly <br /> summarized below: <br /> 1. In-Range Salary Increase(Attachment 6A) <br /> Implements the 2.5 percent In-Range Salary Increase for employees whose work <br /> performance is proficient or higher effective with the employee's annual performance <br /> review. <br /> 2. Meritorious Service Awards (Attachment 6B) <br /> Provides for Meritorious Service Awards of$1,500 for Exceptional and$750 for Superior as <br /> one time lump sum payments. <br /> 3. Employee Performance Evaluation Program (Attachment 6C) <br /> Changes the WPPR performance rating definitions to incorporate Proficient and Exceptional <br /> along with changes to the WPPR program to add a development plan and the Manager's <br /> review in certain situations. <br /> 4. Supplemental Retirement [401(k) Plan] Contribution (Attachment 6D) <br /> Implements the County's 401(k)Plan contribution of$15 per pay period for permanent <br /> employees other than sworn law enforcement officers who already receive the five percent <br /> contribution required by state law. <br /> Note: To enable this provision to be added to the existing "Retirement"section of the <br /> Personnel Ordinance,an obsolete provision requiring a mandatory retirement age has been <br /> deleted as noted. Under federal law, Orange County may not require a mandatory retirement <br /> age. . <br />
