<br />Upon motion of Commissioner Malvin Whitfield, seconded by Commissioner
<br />Henry S, WQlkar, it was moved and adopted, that the Board accept the revised
<br />boundary description of the proposed Orange Grove Fire District that had
<br />been presented by the Dhai~marT af..the Board of Elections,
<br />Mr, Cates said that he wished to express his appreciation for the cooperation
<br />that had been extended by the Board of Commissioners to the Board of Elections,
<br />He stated that the County Board of Elections had been recognized as being one of `
<br />the most efficiently run systems in the State, Re stated that he was proud of
<br />the aeaomplishmenta of the staff members,
<br />Chairman Walker referred to Item 5 on the Agenda: (Officials From Town of
<br />Carrboro: To continue discussion of County participation in the cost of
<br />construction of a water line along North Carolina Highway #54 west of Carrboro.)
<br />Frank Chamberlain, Carrboro Town Manager, and Frad Chamblee, Alderman of the
<br />Town of Carrboro, were present to discuss the possibility of a joint enterprise
<br />agreement between the County of Orange and the Town of Chapel Hill, Mr.
<br />Chamberlain presented the following:
<br />"On Sanuary 15, 1974, Mr. Fred Chamblee, Mr. John McAdams, and 2 met
<br />with you to provide information concerning the necessity to relocate a
<br />four inch water line that serves approximately 150 Orange County residents
<br />who live along NC 54 west of Carrboro, As you will recall, the cir-
<br />cumstances which require this line to be relocated revolve around the
<br />reconstruction of NC 54 by the North Carolina Department of Transportation,
<br />We have worked up three alternatives underwhich we can take action to
<br />"remove the conflict" with the Highway Department by the first of May,
<br />Alternative #1 would be to lay a completely new 8" waterline for the entire
<br />length of the existing line at a cost of approximately $100,000. Of this
<br />cost, the Town of Carrboro has $35,000 budgeted, Alternative #2 would b® _
<br />to remove the conflicts with temporary 4" line, then replace theca temporary
<br />lines with 8" permanent line. The construction costa of this alternative
<br />would be approximately $12$,000. Please note that this means that there
<br />would still remain 3000 LF of 4 inch line that wou?d have to b® replaced in
<br />the immediate future at an additional coat of approximately ~31,5oa.
<br />Alternative #3 would be to discontinue service to the area. This would place
<br />a tremendous hardship on the residents of this area since the reason for
<br />the initial canatruction of this line was due to the lack of available water
<br />for wells.
<br />At their meeting of February 12, 1974, the Board of Aldermen of the Town of
<br />Carrboro agreed to pursue ALTERNATIVE #1 provided the County agree to join
<br />with the Town, under the authority of Articl® 20 of Chapter 160A of the
<br />General Statutes of North Carolina, by funding the remaining $65,000.00 for
<br />construction of Alternative #1, The funding required of the County would
<br />be repaid to the County by the Town of Carrboro during the next two fiscal
<br />years; one-half by June 1, 1975, and the remaining one~half by June 1, 1976.
<br />The project would be designed and supervised by Rose, Pridgen and Freemon
<br />and would be managed bq the two managers. Should the County agree to this
<br />joint undertaking, the attorney for the County and the Town Attorney will
<br />prepare an agreement for formal approval by both Boards,"
