~.~~ <br />Ms. Becky Rerring advised the rapreaentatives that she had not had time to <br />contact all the property owners on Kerley Road but that she had talked with soma <br />of them and that they were in accord with the statement that she wsa going to <br />read. Said statement said in esaenoe that the residents of Kerley Road did not <br />desire to have said road paved as they wish to leave it in its present environmental <br />state as it was a natural setting and did provide certain recreational advantages <br />not found in other areas. She said that if at sometime in the future it should <br />become neaeasary to pave said road then she felt the Board of Transportation should <br />provide the proper trails that could be used by the cylist, the horse back rider <br />or the jogger, <br />1J, H, May, C, W. Tilley. and Carl Couch, residents and property owners, of <br />the area spoke in opposition to the proposal that had been made by Ma. Herring. <br />Earl Hoover advised the group that Kerley Road had been scheduled for having <br />in 1960, however, same had bean withdrawn because ~ameone had refused to sign <br />the needed right of way. <br />Mr. Watkins informed the speakers that the Board of Transportation did not <br />purchase right of ways for secondary roads and that his department would not pave <br />any road until the neaeasary right of way had been secured from each property <br />owner. <br />Warren Holmes of SR {1125 stated that this road was x`26 on the Priority <br />Rating, however, .!~ of a mile of this road had already been given abase and <br />that another portion of said road had been paved. He wished to know just when the <br />Board of Transportation planned to complete the project, Mr, Tones advised Mr. <br />Holmes that the portion of SR #1125 had been included in the proposed conatructian <br />of SR r~•1126. <br />Sohn Gattis of SR r~1330 made an inquiry concerning this road. Mr. Watkins <br />advised Mr, Gattia that this road had been classified as a subdivision road and <br />that same could be considered for paving on a citizens participation plan of $2.00 <br />per square foot, Aiscussion ensued concerning the other uses of the road. It was <br />pointed out that the Town of Hillaborcugh utilized the road as it lead to the city <br />landfill area. <br />Fred Cates, Mayor of the Town of Hillsborough, revueated that the Board of <br />Transportation reconsider the classification that had been placed on SR #1330, <br />He stated that the justification for such action could be established by <br />considering the history of the road and the fact that there were not forty-six <br />(!}6) occupied homes basted on said road. Commissioners Richard Whitted and <br />Flora Garrett spoke in behalf of consideration for reclassifying. Mr. Watkins <br />stated that his department would check in order to verify that said road was <br />receiving the proper type of maintenance. <br />Mayor Cates stated that the road which had bean referred to by Mr, Frank <br />Turner at the beginning of the meeting wee an extension of #1375 off of the Faucette <br />Mill Road. This road had been eonatructed by the developers of the mobile home <br />park, however, the rainy weather had caused the road to become almost impassable <br />and he felt that the county or the Board of Transportation should bring this road <br />up to acceptable standards. Mr. Watkins advised Mayor Cates that the Board of <br />Transportation could not accept the road for maintenance until same had been placed <br />on the secondary road system, <br />Commissioner Flora Garrott a.uestioned Mr, Watkins about a residential <br />street in Efland that was located partially on the Southern Railroad right of <br />way. She stated that the residents were not able to assume financial responsibility <br />for paving since it would be on a participating basis, Mr, Watkins advised <br />Commissioner Flora Garrett that he felt the circumstances were unusual enough <br />that the Hoard of Transportation could eonaider assuming the financial portion oP <br />the paving that was located an the railroad right of way and that his department <br />would cooperate with the citizens of the area. <br />There being no further -aueation to come before the Public Hearing Chairman <br />Walker declared the meeting adjourned. <br />C.
