He stated that <br />$284,DOD.oo had been allocated for the secondary roads in the county and that a <br />portion of this amount wee being held in reserve in order to meet the requirements <br />of the participating projeata that would be scheduled. Mr, Watkins stated that <br />there did exist approximately 270 miles of unpaved roads in the aouaty, and hie <br />department had made a survey of all the roads and from this survey .a priority <br />rating on each road had been established. The Board of Transportation feel that <br />the only fair method by which to administer the funds available to the county is <br />by the priority system, therefore, his department planned to abide by the priority <br />rating that had been established, He said that it was readily realized that the <br />monies that had been allocated were inadequate for the current paving needs. He <br />then reviewed the Secondary Road Construction Program that had been informally <br />submitted to the Board of Ccmmissionera at an earlier date. <br />Chairman Walker advised the parsons present that Mr. Watkins and other <br />representatives of the Board of Transportation were present for the purpose <br />of answering their incuiries concerning the proposed Secondary Road Construction <br />Program and the Priority Rating Schedule. <br />Chairman Walker recognized Frank Turner. Mr. Turner stated that he was a <br />resident of Robertson's Mobile Homa Park and that the condition of the road that <br />lead into the park area was beyond belief. He stated that the road had been <br />named Fauaette Mill Road k5ctension, however, it actually ran off of the Faucette <br />Mill Road, S, H, Jones, District Engineer, nuestioned Mr. Turner, It was found <br />that no petition had been forwarded for said road and that the road had never <br />been given a number or placed an the secondary road system. Mr. Turner was advised <br />to submit a petition in order that said road might be considered for maintenanc®. <br />Dr, George H, Ferguson of 3938 Aover Road, Durham, North Carolina, invuired <br />about the traffic count on SR #1538. He stated that this road is about 2.8 of a <br />mile and that to hie knowledge there had been no traffic count made on said road. <br />Dr, Ferguson requested an explanation of how the priority rating was determined. <br />Mr. Watkins replied that the ratings were determined by a traffic count and <br />-- the other established point systems. <br />A I~ir, Walker innuired as to the status of SR #1554• He was advised that SR <br />#155!1 had been scheduled for stabilization. <br />John L. Efland, Jr, of Efland, North Carolina stated that SR #1346 was far <br />below standard and that to his knowledge no traffic count had been conducted on <br />said raced for a per]-ad of five years. He stated that at the intersection of SR <br />#13D6 and SR #1338 there did exist s hazardous condition and he wee requesting <br />a traffic count be made on said roads, <br />Mra. Dalton Riley, resident of SR #1306, stated that there were .twenty six <br />homes on the one and one-half mile of road and that the road was in continual use <br />due to the fact that there was no way for the residents of the area to come into <br />Hillsborough except by SR #1306. She requested that the Board of Transportation <br />consider bridging the Eao River thus allowing easy access £rom the area over the <br />river and into the road known as the Old Stage Coeah Road. Mr, Watkins agreed to <br />investigate the matter. Mr, Jones stated that the portion of the road referred <br />to by Mrs. Riley had been withdrawn and abandoned soma years ago through legal <br />action. <br />Odell Shields of Biggs Road, SR #1346, requested that the Board of Transportation <br />to investigate certain maintenance problems of said road. Mr, Watkins asked Mr, <br />Tones to investigate the matter. <br />W. S. Runt, Jr, stated that he was not pleased with the traffic count on <br />SR #151}0 as the area had grown considerably and he felt the count had to be <br />inaccurate. Commissioner Henry S• Walker expressed interest i.n this road, <br />According to the Priority Rating it was listed as #95. klr. Watkins stated that <br />a new traffic count would be made. <br />C. R, Laws stated that he was present to request that the Board of Transportation <br />take steps to repair conditions that existed on SR #1006, Orange Grove Road, <br />SR #1751 and the railroad crossing on Highway 70 near the Duke Power Station, He <br />said that the aonditiona that existed on these paved roads were aauaing problems as <br />driver's were not aware of the damaged areas until they hit them. Mr, Watkins <br />informed Mr. Laws that these matters would be investigated. <br />
