The State of North Carolina and all 100 County DSS <br /> agencies are under Federal Court order (Alexander vs. Britt) to provide Work <br /> First benefits to eligible clients within a specified time frame from the date of <br /> application. This requires counties to issue the first Work First check for each <br /> client and then claim federal and state reimbursement in order to comply with this <br /> 26 <br />
