2 <br /> • Link Center Timeline and Project Scope - The Link Center is proposed as the location <br /> for administrative offices for the County Manager, County Attorney, Financial Services, • <br /> and Human Resources Departments. In addition, administrative offices and a boardroom <br /> for the County Commissioners is included in the design. Corley Redfoot Zack, the project <br /> architects, completed a significant portion of the office space design prior to the project <br /> being halted in 2008, pending release of funds to support the renovation. Soon after the <br /> summer break, assuming funding is released for FY 2009-2010, the County will re- <br /> engage the designer and schedule an interactive work session for Commissioners to <br /> discuss the design needs of the Boardroom. Planning for the Boardroom will include <br /> discussion with potential partners, such as the Town of Hillsborough and the Orange <br /> County Board of Education to ensure their comments are also considered in the room <br /> design. <br /> In addition to construction costs, funding in the CIP includes the design fees, all owner <br /> responsibility items, furnishings and the infrastructure for technology to support the <br /> Boardroom. Cost estimates will be provided throughout the design process to ensure the <br /> design correlates favorably to the available funding. <br /> • Alternatives for Funding Stabilization of Park Buildings (Other than Reallocating <br /> Monies from Link Center Renovations) — The December 1 agenda proposed funding <br /> stabilization of park buildings at Blackwood Farm and Millhouse Road Parks by deferring <br /> allocations to the Link Center Renovation Project in FY 2009-10. During the December <br /> 11 Commissioners asked staff to explore other funding alternatives. Given the limited <br /> pay-as-you-go capital revenues, staff has not been able to identify other opportunities to <br /> redirect pay-as-you-go funding to the stabilization projects. Timing of the Link Center <br /> renovations is such that spreading funding for the project over a two-year period should <br /> not adversely affect timely completion of the project. <br /> The Manager recommends the Board consider the following decision points on March 5 include: <br /> • Postpone 1-cent tax rate increase, effective July 1, 2009, to fund county facilities <br /> capital maintenance - In light of the Board's February 12, 2008 decision to maintain a <br /> revenue neutral tax rate for FY 2009-10, the Manager recommends postponing the 1- <br /> cent tax rate increase, effective July 1, 2009, to fund county facilities capital <br /> maintenance <br /> • Stabilization of Farmstead Stabilization Projects at Blackwood Farm at New Hope <br /> Park and Millhouse Road Park — The Manager's initial recommendation had been to <br /> redirect 2001 bond monies from Twin Creeks Park to Blackwood Farm and Millhouse <br /> Road Park projects. The Manager recommends the following funding alternative: <br /> o FY 2009-10 Recommendation - use $275,000 of the $850,000 allocated to the <br /> Link Center project to fund the farmstead stabilization projects at Blackwood <br /> Farm at New Hope Park and Millhouse Road Park <br /> o FY 2010-11 Recommendation — Replenish monies borrowed from Link Center <br /> in FY 2009-10 by postponing FY 2010-11 funding allocation for Courts and <br /> Detention Future Needs Project for one year <br /> • Note: Intended use of monies recommended for Courts and Detention <br /> Future Needs Project is planning and design of future facility needs. <br /> Postponement of funding for one year will not be detrimental to the <br /> project as a whole. <br />
