MIDITJTFS OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />January 28, 197!} <br />The Board of County Commissioners of Orange County met in special Executive <br />Session at 7:00 P.M, on Monday, January 28, l97!} at the Colonial Inn in <br />Hillsborough, North Carolina,. <br />Members Present: Chairman C. Nortrlan Walker and Cotmaisaioners Henry S. Walker, <br />Flora Garrett, Richard. E. Wb.itted and Melvin Whitfield. <br />Members Absent: None. <br />This meeting was held in order that the members of the Board of Commi~sionera <br />might discuss with John McKee progress being made by the Consumers Utility <br />Corporation in its move to acnuire the Utility Properties of the University of <br />Plorth Carolina at Chapel, Hi11. <br />At the conclusion of their dissuasion the Executive Session was discontinued. <br />recently issued federal trequiremantsyforvcontracCingtwith sudengineeriforo201s the <br />planning work before January 31, 1974• He recommended the Board of County <br />Commissioners approve a contract with the firm of Rose, Pridgen and F'i'eemon to do <br />this study since it only involved study of possible sewer lines in the Chapel Hill <br />Area. He pointed out that this firm had already contracted to do similiar planning <br />studies for the Town of Chapel Hill and Carrboro. <br />The Board of Commissioners agreed to take formal action to approve their <br />contract at its February session but informally agreed to approve the contract at <br />this aasssion. <br />There being no further business to come before the Board the meeting was <br />adjourned. <br />C. Gattie, Acting Clerk <br />MINiTTES OF THE ORANGE COUNTY __-y <br />BOARD OF CDPRd15SI0NERS <br />January 31, 1974 <br />The Board of Commissioners of Orange County met in special called session <br />on Thursday, January 31, 1974, at 8 o~clock P.M. in the Commissioners Room of <br />the Courthouse in Hillsborough, North Caroline. <br />Members Present: Chairman C. Norman tdalker and Commissioners Henry s, Walker, <br />Flora Garrett, Richard E. Whitted and Melvin Whitfield. <br />Members Absent: None. <br />Fred Cates, Mayor of the Town of Hillsborough, Allen Lloyd, Jack Martin, <br />John Roberta and Ralph Neighbours, Members of the Town Board of Aldermen, Mrs. <br />Barbara $urch, Town Clerk, Harry L, Brown, Accountant and John Pridgen, Town <br />Bi'lginaer, were present. <br />S. M. Gattie, County Administrator, and Betty June Hayes, Clerk to the Board, <br />were present. <br />Chairman Walker recognized Mayor Cates. He stated that the Town now had available <br />approximately $250,000, but that the complete total of the local share needed amounted <br />to $338,000. This meant that the Town lacked $9$,000 in needed funds. This <br />additional cost factor had been incurred due to new environmental reouirements. Tha <br />Mayor stated that the Town would officially come under a Voluntary Compliance <br />Agreement next Tuesday as the Town had received a court order that it must either <br />state its intentions of complying with the order or reduce its sewerage capacity. <br />Mayor Cates stated further that to reduce the capacity would mean a curtailment of the <br />sewerage now being pumped into the current plant and this would mean that all manuf- <br />acturing would be slowed and that this could mean a trearendous economic loss to the <br />Town of Hillsborough and the County of Orange. He stated that the Town planned to purchase <br />approximately thirty-five (35) acres of property and that they proposed to use this as <br />a site for a proposed sewerage plant. <br />
