Chairman Walker recognized Mayor Cates. The Mayor aduised the Board that in
order for .the Town of Hillsborough to save Federal and State Grants of $1,350,000
the Town must have, in hand by Tuesday, a sum of $138,000 to apply tv the construction
of a sewerage plant. He stated that the Town could raise $la.0,000 of the $138,000
needed, but that further indebtedness, by the Town, would be prohibited since the
Town had reached its debt limit and the Local Government Commission would not approve
the-borrowing.. of any additional Punda. He stated that the Town now had available
approximately $250,000, but that the complete total of the local share needed amounted
to $338,000. This meant that the Town lacked $98,000 in needed funds. This
additional cost factor had been incurred due to new environmental requirements. The
Mayor stated that the Town would officially come under a Voluntary Compliance
Agreement next Tuesday as the Town had received a court order that it must either
state its intentions of complying with the order or reduce its sewerage capacity.
Mayor Cates stated further that to reduce the capacity would mean a curtailment of the
sewerage now being pumped into the current plant and this would mean that all manuf-
acturing would be slowed and that this could mean a tremendous economic loco to the
Town of Hillsborough and the County of Orange. Ee stated that the Town planned to purchase
approximately thirty-five (3S) acres of property and that they proposed to use this as
s site for a proposed sewerage plant.
