Ensure the county's financial health <br /> ❑ Spend tax dollars wisely and not get the county into financial <br /> distress; <br /> ❑ Establish a revenue stream that is fair and equitable <br /> 2. Set policy <br /> ❑ Do a good job of setting policy <br /> ❑ Develop a strategic plan for achieving goals <br /> ❑ Provide best services and protect natural resources <br /> 3. Lead <br /> ❑ Be recognized by residents and other entities (UNC-CH and towns) <br /> as effective leaders <br /> ❑ Serve as role models for citizens and citizen groups <br /> 4.
