.A <br />r <br />2 <br />County's referral source when dealing with posttraumatic <br />incident debriefings. The EAP projected employee utilization <br />rate for employees directly contacting the EAP for assistance is <br />about two percent or 13 to 15 employees. The average number <br />of visits per employee is 2.4 or about 32 to 36 visits. In addition <br />the EAP has provided employee training on dealing with <br />eldercare issues. In 1998-99 the EAP also has provided training <br />for supervisors and department heads on its supervisory <br />assistance program. Also as noted earlier, the EAP provides <br />individual consultative assistance to supervisors in dealing with <br />specific problem employee situations such as depression. The <br />number of such supervisory contacts is not available. <br />Attachment 1 is an amendment to the EAP contract to renew it <br />for 1999-2000. Attachment 2 is a draft updated Memorandum of <br />Agreement with the Town of Hillsborough providing for the Town <br />to continue to participate in the County's Fr4P contract. Because <br />of its size, the Town of Hillsborough has not been able to <br />independently identify an EAP provider. In 1993, the Board <br />approved including the Town as a subgroup on Orange County's <br />EAP contract. <br />Under the agreement, the County invoices and collects <br />payment from the Town for the annual Town share of the EAP <br />cost. Human Affairs International provides an annual report to <br />the Town on its utilization. <br />The inclusion of the Town has no adverse impact on the <br />County's 1=AP rate or level or service. <br />Financial Impact: The contract continues the present EAP services with no rate <br />change. The current rate is $1.82 per employee per month. <br />The estimated annual cost for the EAP for 1999-00 is $13,104 <br />and funds are included in the 1999-00 budget. <br />Recommendation: The Manager recommends the Board: <br />^ Authorize the Board Chair to sign the contract with Human <br />Affairs International to continue the EAP for 1999-2000 and <br />^ Authorize the Manager to continue the agreement for Town <br />of Hillsborough inclusion in the EAP program. <br />K:lperslhealth\eap-ag99.doc <br />June 14, 1999 <br />
