Gat ti s, Acting Clerk <br />MINUTES OF THE ORANGE COTJp1'TY <br />BOARD OF COMP4ISSIONERS <br />November 20, 1973 <br />The Board of County Commissioners of Orange Counts met in regular session in the <br />Commissioners Room of the Courthouse in Hillsborough on Tuesday, November 20, 1973, <br />at B:00 o'clock P, M. <br />Members Present: Chairman C. Norman Walker and Commissioners Henry S, Walker, <br />Flora Garrett, Richard ~. Whitted and I4elvin Whitfield. <br />Members Absent: None. <br />Mr. Eddie Mann, Chairman of the County Recreation Study Commission, reported on <br />the work of this committee. The Committee felt that in order for them to perform their <br />function properly they wculd have to retain the aerviaea of a professional consultant <br />in the field of recreation planning. As such they review the work and accepted the <br />proposals from several consulting firms. They were recommending to the Board of <br />Commissioners that they be allowed to accept a proposal from a studs group composed of <br />Messieurs Sternloff, Warren and Stein. Discussion ensued. <br />IIpon motion of Commissioner Henry S. Walker, seconded by Commissioner Richard <br />E. whiffed, it was moved and adopted, that the studs committee proceed with the study <br />to be aoriduated by Messieurs Sternloff, Warren and Stein. <br />Dr. Robert Senior, representing the Chapel Hi11 Drug Action Committee, made a <br />report to the Board of Commissioners aonaerning the eativities of this committee <br />since its organization in 1969. This committee since its inception has organised <br />Operation Switchboard at the request pf the youth of the community. This is a crisis <br />oriented organization designed to react to sudden urgent problems. To fill the need <br />of the drug user who wants to cure himself the Genesis House Program started. Genesis <br />House cow operates a 158 acre farm and has an investment of $20L~.,000 in its physical <br />plant. The corporation only owes $81},000 on this property. The Drug Action Committee <br />felt that along with their crisis program and their program to sure drug addicts there <br />was still another need to be filled. They, therefore, organized their Tree House <br />Program. This program provided housing and guidance for disturbed teenagers, many of <br />whom are run sways, but all of whom have emotional problems of some sort. Dr. <br />- Senior explained that his committee would like to discuss their program more in detail <br />with this Board when the time pf the Board permitted. <br />The Counts Administrator read the results of the bide on refuse collection <br />equipment. For results of bids sea page 150. <br />The Board of Commissioners then heard from Andy Simms of Sanco-Corporation and <br />Mr. Bob Buck of Roach-Russell, Inc. These gentlemen were in the sales force of their <br />aompaniea. The Board made no decieien on which equipment to use at this time. <br />Mr. Robert DeMaine, of the Triangle J Council of Governments, discussed the <br />National Flood Insurance Program with the Board. In essence Dr. DeMaine stated that <br />if w® wanted a detail discussion of the flood ineuranas program the Board should <br />contact Ralph Myers of the Federal Department of Housing and IIrban Development and ask <br />him to discuss the program at one of their meetings. If the Board wanted to qualify <br />Orange County for flood inauranae cooerage it could do so easils if it acted before <br />December 31, 1973. If .we delayed beyond that date qualifying would be considerable <br />more difficult. <br />The County Civil Preparedness Director was designated as the County's Coordinator <br />for the Governor's Energy Conservation panel. <br />The Board discussed designating two members to the I -!}0 Advisory Committee. No <br />aatian was taken. The County Administrator wee directed to place this item on the <br />Agenda for its December 3rd meeting. <br />The Board discussed the proposal for a Food Supplement for the Elderly. Chairman <br />- Norman Walker polled the Board members asking each how he felt about this program. <br />Commissioner Richard .. Whitted stated he Felt the County should be apart of <br />this program. In some areas of the County there is a significant need for it. <br />---- Since a basis allocation had been set up for the region if we failed to accept the <br />program the funds allocated Por Orange County would be re-slloaated to the other <br />counties. <br />Commissioner Henry S, Walker stated he had contacted several elderly persons who, <br />personally, opposed the program. He would, therefore, not support the program. <br />
