Attachment 5 <br />Draft Legislative Issues Work Groun Position/Statement on Watershed Pollution <br />Rules/Prouosed Jordan Lake Rules <br />Orange County has a long history of supporting and implementing watershed <br />protection measures such as those proposed for Jordan Lake, often to the benefit of <br />communities outside Orange County. As currently written, the rules do not recognize <br />these previous actions and in effect penalize good stewards such as the County for past <br />efforts. The County believes the proposed rules should be rewritten to recognize these <br />past efforts. Additionally, counties do not typically own or operate stormwater <br />management systems and Orange County does not support making counties <br />responsible for the impacts of nutrient levels. The County believes modifications to the <br />proposed Jordan Lake rules are necessary and that the State should provide funding to <br />share in the cost of implementing the rules. Orange County is opposed to House Bill 3 <br />and any other similar legislation which would eliminate the rules entirely. <br />39 <br />
