ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 17, 2009 <br />Action Agenda <br />Item No. (~, ' Q <br />SUBJECT: Approval of FY 2009-19 Recommended County Capital Investment Plan (CIP) <br />DEPARTMENT: County Manager, Budget PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S):To view the FY 2009- <br />19 County Capital Investment Plan (CIP) <br />go to <br />www.co.orange. nc. us/budget/2009- <br />19ManagerRecommendedClP.asp <br />INFORMATION CONTACT: <br />Laura Blackmon, (919) 245-2300 <br />Donna Coffey, (919) 245-2151 <br />PURPOSE: To consider approval of the FY 2009-19 Recommended County Capital Investment <br />Plan (CIP). <br />BACKGROUND: The County's Capital Investment Plan (CIP) is a comprehensive multi-year <br />plan for investing in future County and Schools' capital needs in a strategic "big picture" <br />manner. The CIP is considered a "living plan", meaning that each year staff and the Board can <br />reassess needs identified in the previous year's plan to determine if future needs remain the <br />same as those outlined in previously approved plans. If needs and priorities change from <br />year-to-year the Board can make appropriate revisions to previously adopted/approved <br />plans to accommodate new priorities and projects. <br />The Recommended FY 2009-19 CIP presented to the Board on October 28, 2008 anticipates <br />School and County long-range school and county capital needs. Commissioners and staff have <br />discussed the FY 2009-19 Recommended CIP on a number of occasions. December 1, 2008 <br />and March 5, 2009 Board agenda items responded to items "flagged" by the Board during <br />earlier CIP related work sessions. <br />The Manager recommends the Board adopt the FY 2009-19 CIP including adjustments <br />identified on December 1, 2008 and March 5, 2009. Staff will prepare, for future Board <br />approval, capital project ordinances to allocate FY 2009-10 monies to school and county <br />projects. <br />FINANCIAL IMPACT: Financial impacts are included in the FY 2009-19 CIP. <br />RECOMMENDATION(S): The Manager recommends the Board of County Commissioners <br />approve the FY 2009-19 Recommended County Capital Investment Plan (CIP). <br />
