M, Gatti s, Acting Clerk <br />MzNUTES OF THE ORANGE COUNTY <br />BOARD OF COMP~fIS$IONERS <br />2davember 20, 1973 <br />The Beard of County Commissioners of orange County met in regular session in the <br />- Commissioners Room of the Courthouse in Hillsborough on Tuesday, November 20, 1973, <br />- - at 8:00 o'clock P, M. <br />Members Present: Chairman C, Norman Walker and Commissioners Henry S. Walker, <br />Flora Garrett, Richard E, Whitted and Melvin Whitfield. <br />Members Absent: None. <br />Mr. Eddie Mann, Chairman of the County Recreation Study Commission, reported on <br />the work of this committee. The Committee felt that in order for them to perform their <br />function properly they would have to retain the aerviaes of a professional consultant <br />in the field of recreation planning. As such they rev3.ew the work and accepted the <br />proposals from several consulting firms. They were recommending to the Board of <br />Commissioners that they be allowed to sacept a proposal from a study group composed of <br />Messieurs Sternlaff, Warren and Stein. Discussion ensued. <br />Upon motion of Cotmniasioner Henry 5. Walker, seconded by Commissioner Richard <br />E, Whitted, it was moved and adopted, that the study committee proceed with the study <br />to be conducted by Messieurs Sternloff, Warren and Stein. <br />Dr. Robert Senior, representing the Chapel Hill Drug Action Committee, made a <br />report to the Board of Commissioners concerning the activities of this committee <br />since Sts organization in 1969. This committee sinoe its inception has organized <br />Operation Switchboard at the request of the youth of the community. This is a crisis <br />oriented organization designed to react to sudden urgent problems. To fill the need <br />of the drug user who wants to cure himself the Genesis House Program started. Genesis <br />House now operates a 158 acre farm and has an investment of ~20~.,000 in its physical <br />plant. The corporation only owes $$!},000 on this property. The Drug.Action Committee <br />felt that along with their crisis program and their program to aura drug addicts there <br />was still another need to be filled. They, therefore, organized their Tree House <br />Program. This program provided housing and guidance for disturbed teenagers, many of <br />wham are run sways, but ell of whom have emotional problems of some sort. Dr. <br />-_ Senior explained that his committee would like to discuss their program more in detail <br />with this Board when the time of the Board permitted. <br />The County Administrator read the results of the bids on refuse collection <br />equipment. For results of bide see page 150. <br />The Board of Commissioners then heard from Andy Simms of Banco-Corporation and <br />Mr. Bob Buck of Roach-Russell, Snc. These gentlemen were in the sales force of their <br />companies. The Board made no decision en which equipment to use at this time. <br />Mr. Robert DeMaine, of the Triangle J Council of Governments, discussed the <br />National Flood Insurance Program with the Board. Tn easerice Dr. DeMaine stated that <br />if we wanted a detail discussion of the flood insurance program the Board should <br />contact Ralph M,gera of the Federal Department of Rousing and Urban Development and ask <br />him to disausa the program at ono of their meetings. Tf the Board wanted to qualify <br />Drange County for flood insurance coverage it could do so easily if it acted before <br />December 31, 1973. If we delayed beyond that date qualify3.ng would be considerably <br />more difficult. <br />The County Cfvil Preparedness Director was designated as the County's Coordinator <br />for the Governor's Energy Conservation papal. <br />The Board di acussed designating two members '-o the I-1}0 Advisory Committee. No <br />action was taken. The County Administrator was directed to place this item on the <br />Agenda for its December 3rd meeting. <br />The Board discusssd the proposal for a Food Supplement for the Elderly. Chairman <br />--- Norman V2alker polled the Board members asking each how he felt about this program. <br />Commissioner Richard E, Whitted stated he felt the County should be a part of <br />this program. In some areas of the County there is a aigriificant need for it. <br />-- Since a basic allocation had beer_ set up for the region if we failed to accept the <br />program the funds allocated fpr Orange County would be re-&lloaated to the other <br />counties. <br />Commissioner Henry S. Walker stated he had contacted several elderly persons who, <br />personally, opposed the program. He would, therefore, not support the program. <br />
