ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: March 17, 2009 <br /> Action Agenda <br /> Item No. 5-0 <br /> SUBJECT: North Carolina Community Transportation Program (CTP) Administrative and <br /> Capital Grant Application FY 2009/2010 <br /> DEPARTMENT: Aging/Transportation PUBLIC HEARING: (Y/N) Yes <br /> ATTACHMENT(S): <br /> Community Transportation Program INFORMATION CONTACT: <br /> Resolutions, Certifications and <br /> Assurances Jerry Passmore, 245-2000 <br /> Public Hearing Notice Al Terry, 245-2008 <br /> Proposed Administrative/Capital Budget <br /> Summary <br /> PURPOSE: To conduct a public hearing on the North Carolina Community Transportation <br /> Program (CTP) grant application by Orange Public Transportation for FY 2009-2010 and <br /> approve the grant application, adopt resolutions authorizing the County to enter into an <br /> agreement with North Carolina Department of Transportation, and authorize the County <br /> Attorney to complete the necessary certifications and assurances. <br /> BACKGROUND: Each year the North Carolina Department of Transportation (NCDOT) Public <br /> Transportation Division accepts requests for administrative and capital needs for County <br /> operated community transportation programs. Orange Public Transportation (OPT) is eligible to <br /> make application for both administrative and capital funding. The current year approved <br /> application includes administrative funding in the amount of $184,620 and capital funding in the <br /> amount of$168,600. <br /> The total requested for FY 2009-2010 is $184,620 for administrative funding ($156,927 State; <br /> $27,693 local match) and for capital funds $184,800 ($166,320 State; $18,480 local match). <br /> The capital request is to replace two existing buses that have met the NCDOT replacement <br /> criteria. The new vehicles consist of two lift-equipped light transit vehicles (buses). These <br /> vehicles are being ordered with bio-diesel fuel and larger passenger capacities. Under the State <br /> contract bio-diesel is the only alternative fuel offered. The current 18 vehicle fleet has 16 <br /> vehicles that have already met the NCDOT replacement criteria (with high maintenance costs) <br /> and would be eligible if state/federal funds were available. The two replaced vehicles will be <br /> sold and funds from the sale could provide the local 10% match for the new NCDOT vehicles. <br /> Administrative funds will continue to be used to support overall transit systems management <br /> and continue to promote general ridership. A public hearing is necessary for public discussion <br /> and comments before the Board takes action on the resolution. <br />
