ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: March 17, 2009 Action Agenda Item No. 4- - SUBJECT: Renewal.of Urban Curbside Recycling Services Contract DEPARTMENT: Solid Waste Management PUBLIC HEARING: (YIN) No ATTACHMENT(S): INFORMATION CONTACT: Proposed Urban Curbside Recyclable Pam Jones, 245-2652 Materials Collection Services Contract Gayle Wilson, 968-2885 Addendum Urban Curbside Recyclable Materials Collection Services Contract effective October 1, 2005 PURPOSE: To continue the contract for the provision of Urban Curbside Recycling Collection Services effective October 1, 2005. BACKGROUND: The Urban (or In-Town) Curbside Recycling Program provides weekly collection services to single-family homes within the Towns of Carrboro, Chapel Hill, and Hillsborough. The Department of Solid Waste Management has provided contracted curbside recycling services since 1988. The contracts for rural and urban curbside have been awarded by competitive bidding process renewed as needed, provided the service was acceptable and funds were appropriated. In June 2001 the Rural and Urban Curbside Contracts were merged into a single Curbside Recycling Contract, and the contract was reissued to Waste Industries for two years with a two-year extension (through June 2005). On June 1, 2005 the County de-privatized Rural Curbside Recycling Collection services and began the provision of Rural Curbside Recycling Collection as a County-operated program. In October of 2005, after a competitive bidding process, the County awarded a contract to Waste Industries, LLC of Durham for the provision of urban curbside recycling services. This contract authorized a 42-month initial term with a two year extension. This proposed addendum engages Waste Industries for the two-year extension through March 2011 as allowed for in the contract approved three and a half years ago. FINANCIAL IMPACT: The total projected cost for the Urban Curbside Recycling Program contract for FY 2009/10 is $890,100. These funds will be included in the Manager's Recommended FY 2009-10 operating budget in the Solid Waste Management enterprise fund. RECOMMENDATION(S): The Manager recommends the Board approve the contract addendum with Waste Industries to continue the provision of Urban Curbside Recyclable Materials Collection Services and authorize the Chair to sign the agreement, subject to final review by Staff and the County Attorney.
