ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: March 17, 2009 <br /> Action Agenda <br /> Item No. 4- - <br /> SUBJECT: Renewal.of Urban Curbside Recycling Services Contract <br /> DEPARTMENT: Solid Waste Management PUBLIC HEARING: (YIN) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Proposed Urban Curbside Recyclable Pam Jones, 245-2652 <br /> Materials Collection Services Contract Gayle Wilson, 968-2885 <br /> Addendum <br /> Urban Curbside Recyclable Materials <br /> Collection Services Contract effective <br /> October 1, 2005 <br /> PURPOSE: To continue the contract for the provision of Urban Curbside Recycling Collection <br /> Services effective October 1, 2005. <br /> BACKGROUND: The Urban (or In-Town) Curbside Recycling Program provides weekly collection <br /> services to single-family homes within the Towns of Carrboro, Chapel Hill, and Hillsborough. <br /> The Department of Solid Waste Management has provided contracted curbside recycling services <br /> since 1988. The contracts for rural and urban curbside have been awarded by competitive bidding <br /> process renewed as needed, provided the service was acceptable and funds were appropriated. In <br /> June 2001 the Rural and Urban Curbside Contracts were merged into a single Curbside Recycling <br /> Contract, and the contract was reissued to Waste Industries for two years with a two-year extension <br /> (through June 2005). On June 1, 2005 the County de-privatized Rural Curbside Recycling Collection <br /> services and began the provision of Rural Curbside Recycling Collection as a County-operated <br /> program. <br /> In October of 2005, after a competitive bidding process, the County awarded a contract to Waste <br /> Industries, LLC of Durham for the provision of urban curbside recycling services. This contract <br /> authorized a 42-month initial term with a two year extension. This proposed addendum engages <br /> Waste Industries for the two-year extension through March 2011 as allowed for in the contract <br /> approved three and a half years ago. <br /> FINANCIAL IMPACT: The total projected cost for the Urban Curbside Recycling Program contract for <br /> FY 2009/10 is $890,100. These funds will be included in the Manager's Recommended FY 2009-10 <br /> operating budget in the Solid Waste Management enterprise fund. <br /> RECOMMENDATION(S): The Manager recommends the Board approve the contract addendum <br /> with Waste Industries to continue the provision of Urban Curbside Recyclable Materials Collection <br /> Services and authorize the Chair to sign the agreement, subject to final review by Staff and the <br /> County Attorney. <br />
