ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: March 17, 2009 <br /> Action Agenda <br /> Item No. 4 - -F <br /> SUBJECT: Renewal of Consolidated Agreement Between Health Department and NC <br /> Department of Health and Human Services <br /> DEPARTMENT: Health PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Agreement Rosemary Summers, 245-2411 <br /> PURPOSE: To approve the annual consolidated agreement between the NC Department of <br /> Health and Human Services and the Orange County Health Department, which provides State <br /> and Federal funds to the Health Department to partially support mandated services. <br /> BACKGROUND: The attached agreement stipulates the provisions for receiving State and <br /> Federal support for the programs listed below. During FY 2008-09, General Aid to County funds <br /> was increased by $48,000 due to the additional funding allocated by the NC legislature. At this <br /> point in time, nearly all programs are funded at the same levels approved for the current budget <br /> year. There are minor reductions in the amount allocated for Health Promotion and a reduction <br /> in Child Service Coordination funds. Revenue earnings will be able to compensate for the Child <br /> Service Coordination shortfall. Final guidance on budgetary amounts will be provided in July. <br /> The following program areas receive specific categorical funding: <br /> General Aid to Counties Communicable Disease (including TB Control) <br /> Maternal Health Child Health <br /> HIV Testing & Counseling Child Service Coordination <br /> Family Planning Immunization Action Plan <br /> Food and Lodging Public Health Preparedness <br /> Environmental Health Health Promotion <br /> Refugee Health <br /> Each year supplemental funds become available during the fiscal year in various programs <br /> depending on State and Federal action and on performance by the County. The total anticipated <br /> amount of funding as of July 1, 2008 represents approximately 8% of the overall Health <br /> Department budget. <br />
