1_~5 <br />DO FIEREBY PETITION the Orange County Board of County Commissioners <br />and the Orange County Planning Board: <br />1. To limit the number of mobile home parks in Orange County to <br />the existing number and to limit the number oP mobile homes in these <br />parks to the existing number. <br />2. To raise the size of individual lots in Residential and Rural <br />Commercial Districts on which a Mpbile Rome may be placed to two acres, <br />3. To take whatever steps they feel are prsatieal to put the same <br />limitations in effect in the other Townships in Orange County. <br />~ - NAME ADDRESS ORANGE COUNTY ORANGE COUNTY <br />_ PROPERTY OWNER REGISTERED <br />Si (1TFYi ~~ <br />Mr. Haitheoek stated that the petition had been forwarded to the Orange <br />County Planning Board by the Board of Commissioners with the request that the <br />County Planning Board make recarmiendafions relative to the petition. Re <br />stated that .the Orange County Planning Board recommends that the County Board <br />of Commissioners adopt a moratorium on applications for rezoning of mobile <br />home parks or subdivision lots of less than one ears where wells and septic <br />tanks era used on special use for multi family for a maximum of six (6) months. <br />This would a11ox the County Planning Board sufficient time fo complete its <br />study in order that recommendations amending the County Zon3.ng Ordinance as it <br />regulates dwellings on less than a one (1) acre lot can be suggested. <br />Dr. 0. nava.d Garvin, Diatriat I3ealth Director, stated that the County <br />needed to accept the recommendation of the Gounfy Planning Board, but that the <br />study should include all residences~of.tha County. Further discussion ensued, <br />Uroon motion of Cotrmiissiener Richard E. Whiffed, ascended by Commissioner <br />Flora Garrett, it was moved and adopted, that the recommendation presented by <br />the County Planning Board relative to the adoption of a moratorium be <br />instituted for six (6) months on all lots of less than one (1) acre in size. <br />Mr. Rafthaoclt then inquired of the Board as to what position he should <br />take on requests that have been submitted to the Zoning Officer. <br />The Board informed I4r. Haitheock that the requests that had been submitted <br />would be included in the moratorium. <br />Chairman Norman Walker recognized Bernard Durham of Route 5. Chapel Rill, <br />North Carolina. Mr. Durham inquired as to the status of a road designated as <br />SR 1950 in Bingham Township. Discussion ensued. He was advised that the Clerk <br />would contact Sam Jones of the Board of Transportation and ask Mr. Jones to <br />regly to this inquiry. <br />John Gattis of Hillsborough, North Carolina stated that a number of petitions <br />had been filed for SR 1330, but that, to his knowledge, this road had received <br />no consideration and he could not understand the lack of responsibility due to <br />the fact that it served a large number of citizens in the Fairview area. <br />Discussion ensued. The Board caked the Clerlc to request the Board of Transportation <br />to re-study the petitions for SR 1330 and advise them as to what can be done under <br />the new point system to improve this road, <br />The Chairman recognized Dr. 0, David Garvin. Dr. Garvin stated That the <br />Health Ibpartment had been certified as a home health .agency and that the <br />Committee on Aging had offered some financial assistance to the establishment of <br />the home health agency. That this assistance would represent a 25/759 financial <br />contribution, The program would allow for care of the disabled in & home and <br />would provide for a coat recovery factor in that medicaid, medicare insurance <br />or individual payments could be levied and collected, That the program would <br />..permit the employment of a nurse, part time physical therapist and a secretary <br />who would handle the clerical aspect of the program. He stated that he felt <br />this new program should be administered through the local Council on the Aging. <br />Dissuasion ensued. Dr. Garvin stated that under new legislative enactment the <br />Board of Health had to be.ra-organized and that the legf stature no longer <br />required the Chairman of the Board to serve as a member of the Board of Health, <br />any member oP the Board can be designated Chairman with a doctor, a dentist and <br />a pharmacist. <br />i <br />', The following letter From Robert J.
