/~achm~en'f 'Jr <br />MEMORANDUM <br />To: The Honorable Michael Nelson, Mayor, Town of Carrboro <br />The Honorable Horace Johnson, Mayor, Town of Hillsborough <br />From: Alice Gordon, .Chair, Board of County Commissioners <br />Rosemary Waldorf, Mayor, Town of Chapel Hill <br />Subject: Interlocal Agreement on Solid Waste Management <br />Date: July 16,1999 <br />As you know, Orange County has provided a revised draft of the <br />interlocal agreement with letters dated July 2 and July 7, 1999. The Town of <br />Chapel Hill has replied in a letter dated July 13, 1999. Both the Board of <br />Conunissioners Chair and the Mayor of Chapel Hill agree that tremendous <br />progress has been made by all Town and County governing boards during the <br />past few months in resolving our approach to the future governance of solid <br />waste management in .Orange County. We believe that our vaxious boards <br />are very close to a final agreement and are confident that the few issues that <br />remain outstanding will be resolved amicably, and soon. <br />We realize that not all the governing boards will be able to sign the <br />interlocal agreement as of July 15. We understand that Mayor Nelson <br />believes that he will need to consult with his board about the proposed <br />revisions to the june 1 draft before h€ will feel comfortable in signing the <br />document. However, we would like to state that we are ready to sign the <br />agreement in August in essentially the form presented by Orange County to <br />the Chapel Hill Town Council and your boards via the letters dated July 2 <br />and July 7. <br />Note that there are three issues, stated in the attached July 131etter <br />from Mayor Waldorf to Chair Gordon, that need to be addressed. We are <br />confident that resolution can be reached on these points. Therefore, we <br />recommend that your board plan to consider the interlocal agreement again <br />at its first available meeting in August in order to reach final agreement on <br />the document. Orange County will be considering the matter at that time as <br />well. <br />39 <br />In the meantime, the Managers for Chapel Hill and the County can <br />begin preliminary work on some of the administrative tasks that will have to <br />be completed prior to handover of responsibility to the County.
