Contracts must be approved by the Governor's Crime <br />Commission grants management director prior to <br />execution. Any funds incurred will be in violation of <br />the contract if they are incurred prior to approval. <br />Any rate over $450/day of $56.25/hr must be justified <br />in writing to the Governor's Crime Commission. All <br />sole source contracts in excess of $100,000 must receive <br />prior approval from the Bureau of Justice Assistance. <br />2. Positions created must be new and increase the agency <br />.staff by the number of positions requested. <br />3. Funds allocated to the personnel section of the budget <br />may not be transferred to another budget section. Unspent <br />personnel funds will be reverted. <br />4. Agencies whose grants include confidential/buy money <br />funds must read Appendix 7 "control and Use of <br />Confidential Funds" in the Office of Justice Programs <br />publication M-700 and sign a certification to abide <br />by the federal guidelines, prior to any use of <br />confidential/buy money funds. A copy of the guidelines <br />and agreement will be sent. to the project director. <br />
