Fikes, ext. 2490 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />To adopt a resolution authorizing the execution of a HOME Consortium Agreement for the period July 1, <br />1999 through June 30, 2002. <br />BACKGROUND: <br />In August 1992, the Orange County HOME Consortium was formed by mutual consent of the Towns of <br />Carrboro, Chapel Hill, Hillsborough and Orange County. The County is designated as lead entity and <br />thus responsible for program administration. At that time, a Consortium Agreement was approved by the <br />elected bodies of the member governments. A renewal agreement was executed in June 1996 and <br />amended in September 1996 with a term of July 1, 1997 through June 30, 2000 to cover-the federal fiscal <br />years 1997, 1998, and 1999. <br />On Tuesday, June 29; 1999, the Housing and Community Development Director was notified that a new <br />Agreement was due on June 30, 1999. This came as a surprise since our agreement cleazly has an ending <br />date of June 30, 2000. Upon further discussions with HUD staff it appears that their records and those of <br />the Headquarters office list 1999 as the expiration date instead of the yeaz 2000. Thus, a new Agreement <br />is necessary at this time in order to continue to participate in the HOME Investment Partnership Program. <br />A new Agreement has been prepared which is in the exact form of the original Agreement approved on <br />June 25, 1996 and a subsequent amendment approved by the BOCC on September 3, 1996 with only the <br />term of the contract changed to July 1, 1999 through June 30, 2002. The Greensboro HUD Office has <br />granted a submission deadline extension until August 18, 1999. This document must be approved and <br />executed by all member governments prior to submission to HUD. The Towns of Carrboro, Chapel Hill, <br />and Hillsborough have executed and approved the document. <br />
